net/ixgbe: fix IPv6 flow create limitation for x550

Browse Source 
The x550 family does not support ipv6-other flow as well as
ipv4-other flow, so add this limitation.

Fixes: 7d629caced ("net/ixgbe: enable IPv6 for consistent API")
