net/ixgbe/base: update X550em_a backplane speed

Correct link flow for X550em_a backplane with ALEF.

Report the correct link capabilities:
   SKUs configured for 2.5G only support 2.5G.
   non-10G SKUs can only support 2.5 or 1G.
