introduce restricted pointer aliasing marker

The 'restrict' keyword is recognized in C99, while type qualifier
'__restrict' compiles ok in C with all language levels. This patch
is to replace the existing 'restrict' with '__rte_restrict' which
is a common wrapper supported by all compilers.
