ethdev: fix port id type in flow API
As for the testpmd flow command which uses uint16_t since the beginning by chance, switch to portid_t for consistency. Fixes: 14ab03825b1d ("ethdev: increase port id range") Signed-off-by: Adrien Mazarguil <adrien.mazarguil@6wind.com>
