pipeline: prepare for variable size headers
The emit instruction that is responsible for pushing headers into the output packet is now reading the header length from internal run-time structures as opposed to constant value from the instruction opcode. Signed-off-by: Cristian Dumitrescu <cristian.dumitrescu@intel.com>
