net/ngbe: set MAC type and LAN ID with initialization
Add basic init and uninit function. Map device IDs and subsystem IDs to single ID for easy operation. Then initialize the shared code. Signed-off-by: Jiawen Wu <jiawenwu@trustnetic.com>
