net/bnxt: support shared TCAM region

- switch to single slice management on Wh+
- Support of shared session WC_TCAM_HIGH and WC_TCAM_LOW regions
- Enable/disable using TF_TCAM_SHARED flag in tf_core.h
- Fix empty session module DBs in the case that none are
  allocated for a given module type
