fm10k: support VMDQ in MAC/VLAN filter

The patch does below things for fm10k MAC/VLAN filter:
- Add separate functions for VMDQ and main VSI to change
  MAC filter.
- Disable modification to VLAN filter in VMDQ mode.
- In device close phase, delete logic ports to remove all
  MAC/VLAN filters belonging to those ports.
