net/txgbe: support VF Rx/Tx
Configure VF device with RX port. Initialize receive and transmit unit, set the receive and transmit functions. And support to check the status of RX and TX descriptors. Signed-off-by: Jiawen Wu <jiawenwu@trustnetic.com>
