ethdev: remove deprecated DCB and VMDq defines

Remove deprecated ``ETH_DCB_*``, ``ETH_VMDQ_``, ``ETH_*_TCS``,
``ETH_*_POOLS`` and ``ETH_MAX_VMDQ_POOL`` defines. Use corresponding
defines with ``RTE_`` prefix instead.
