net/liquidio: add API to set MTU
Support MTU change in the range ETHER_MIN_MTU to PF_MTU. A drop in PF MTU lowers VF MTU if it goes out of range. Signed-off-by: Shijith Thotton <shijith.thotton@caviumnetworks.com>
