mk: fix quoting for ARM mtune argument

The mtune argument needs an unquoted argument, otherwise the compiler
complains:

  arm-buildroot-linux-gnueabi-gcc.br_real: error:
    unrecognized argument in option ‘-mtune="cortex-a9"’
