net/ixgbe: fix CRC stripping capability

testpmd needs to get CRC strip offload from rx_offload_capa with a
recent change. This patch adds CRC strip flag to rx_offload_capa
for ixgbe and ixgbevf, as they have the capability.

Fixes: 8b9bd0efe0b6 ("app/testpmd: disable Rx VLAN offloads by default")
