net: add rte prefix to ICMP defines

Add 'RTE_' prefix to defines:
- rename IP_ICMP_ECHO_REPLY as RTE_IP_ICMP_ECHO_REPLY.
- rename IP_ICMP_ECHO_REQUEST as RTE_IP_ICMP_ECHO_REQUEST.
