Allows i40e and mlx5 PMDs to compile on Windows and disable other drivers.
Disable few i40e warnings with Clang such as comparison of integers of
different signs and macro redefinitions.

Since existing PMD's support shaper byte mode and scheduler
wfq byte mode, update the same in their port/level/node capabilities
that are added. SoftNIC PMD is already upto date with new capabilities.

It's by design that APP can add a TM node without shaper
profile. But i40e doesn't support it currently.

Add the support of the Traffic Management API,
rte_tm_hierarchy_commit.
When calling this API, the driver tries to enable
