5a1ae82d7b net/sfc: add Rx descriptor wait timeout

01764b20c2 net/sfc: convert to the advanced EFX RSS interface
The current code has the following drawbacks:
 - It is assumed that TCP 4-tuple hash is
   always supported, which is untrue in
   the case of packed stream FW variant.
 - The driver is unaware of UDP hash support
   available with latest firmware.

In order to cope with the mentioned issues, this
patch implements the new approach to handle hash
settings using the advanced EFX RSS interface.

d1482e21f0 net/sfc: factor out RSS fields from adapter info
RSS handling will need more sophisticated fields
in the adapter context storage in future patches.
This patch groups existing fields in a dedicated
structure and updates the rest of the code.

5e23c24988 net/sfc: remove conditional compilation for RSS
RSS is one of the most valuable features in the
driver, and one would hardly need to disable it
at build time. This patch withdraws unnecessary
conditionals for RSS snippets.

3c344a5def net/sfc: remove dedicated init log parameter
The previous patches in the set convert per-port
logging to use NOTICE level and make this level default.
This provides the possibility to remove the dedicated
toggle for init-related messages and merge init logging
with the main log type. In order to keep these logs silent
by default, INFO level should be used.

ffc905f3b8 ethdev: separate driver APIs
Create a rte_ethdev_driver.h file and move PMD specific APIs here.
Drivers updated to include this new header file.

There is no update in header content and since ethdev.h included by
ethdev_driver.h, nothing changed from driver point of view, only
logically grouping of APIs. From applications point of view they can't
access to driver specific APIs anymore and they shouldn't.

More PMD specific data structures still remain in ethdev.h because of
inline functions in header use them. Those will be handled separately.

f042136ee2 net/sfc: do not hold management event queue lock while MCDI
MCDI execution may require MCDI proxy handling which involves
management event queue polling. So, it is a bad idea to hold
managment event queue lock when MCDI is executed.

Event queue creation and destruction are MCDI operations.

642088ddff net/sfc: fix main MAC address handling
There is a school of thought that rte_eth_dev_default_mac_addr_set()
must call the PMD callback first and then save the new MAC address
in dev->data->mac_addrs[0]. If this concept gets approved, it will
break the current approach used in sfc driver as the latter relies
on the assumption that the new MAC address is already contained in
dev->data->mac_addrs[0], and, if adapter restart is needed to make
the HW apply the new address, the outdated value will be retrieved
from dev->data. In order to preclude any possible bugs, this patch
adds device private storage for the up-to-date copy of the address.

c752998b5e pci: introduce library and driver
The PCI lib defines the types and methods allowing to use PCI elements.

The PCI bus implements a bus driver for PCI devices by constructing
rte_bus elements using the PCI lib.

Move the relevant code out of the EAL to its expected place.

Libraries, drivers, unit tests and applications are updated to use the
new rte_bus_pci.h header when necessary.

cca9f9099f net/sfc/base: rename API to check Rx scale and hash support
Rename efx_rx_scale_support_get() to efx_rx_scale_default_support_get(),
and efx_rx_hash_support_get() to efx_rx_hash_default_support_get().

All these really report is whether an exclusive RSS context was
successfully acquired at efx_rx_init().

efx_rx_scale_support_get() sounds like it reports whether the device
supports RSS, and whether exclusive or shared contexts are supported,
but it doesn't do that. Renaming it to
efx_rx_scale_default_support_get() helps to reflect that it reports
what RSS support the client gets without trying to allocate RSS
contexts itself.

Also rename efx_rx_scale_support_t to efx_rx_scale_context_type_t, to
make the enum more suitable for specifying the type of an RSS context
to be allocated.

005870b4d3 net/sfc: fix device reconfigure
Device reconfigure should be done without close which releases
all transmit and receive queue. ethdev API assumes that previously
setup queues (minimum from configured before and now) are kept
across device reconfigure.

6caeec4741 net/sfc: remove EvQ info array to simplify reconfigure
EvQ info array keeps information about EvQ centralized, however
EvQ pointers are available in TxQ and RxQ structures. Single
array for all EvQs complicates device reconfigure handling, so
simply git rid of it.

It removes notion of EvQ software index since there is no EvQ
array in software any more.

Datapath choice requires NIC capabilities knowledge and, therefore,
should be done after probe. Whereas NIC resources estimation needs

4650ed44c1 net/sfc: support MCDI proxy
The patch is to add support for MCDI proxy which comes in
useful, particularly, while running over VF: few commands
will normally fail with EPERM, but in some cases the host
driver (i.e. running over the corresponding PF, typically,
within a hypervisor) may set itself as a proxy to conduct
authorization for the commands coming from VFs; these are
forwarded to the corresponding access control application
which may decline or approve authorization by replying to
the requests; all in all, the guest driver has to process
the replies forwarded back by the firmware MC in order to
give up gracefully (by setting return code which could be
understood by 'libefx') or re-issue the original commands

If periodic DMA statistics feature is absent (particularly,
while running over VF), the PMD must provide an ability to
cope with it using explicit update requests which are kept
restrained according to 'stats_update_period_ms' parameter

The patch is to make MAC statistics update interval tunable
by means of 'stats_update_period_ms' kvarg parameter making
it possible to use values different from 1000 ms in case of
SFN8xxx boards provided that firmware version is 6.2.1.1033

The information is obtained from firmware on attach. It may
change after MC reboot (firmware version or variant change).
Cache should be refreshed after MC reboot when it is handled
properly (not yet).

77f2d0534d net/sfc: restart RxQ in case of exception on event queue
Examples of recoverable exceptions are:
 - unexpected Rx event (Rx scatter abort with non-zero size,
   too big Rx descriptors batch completed)
 - Rx error due to invalid Rx descriptors push
 - Rx error due to Rx descriptor read error (e.g. unmapped Rx ring
   and denied by IOMMU)

The event queue is required for device level events (e.g. link status
change) and flush events.
Provide thread-safe function to poll the event queue since it may be
really done from different contexts.
