The flow ID is not set in the event, which results in an undefined
flow, whose value depends on what was previously in stack. Having
different flows for the packets makes the test to fail, since only one
flow is expected.
This only happens in -O3, where the same stack area is shared by the
event object and the address of the mbuf allocated in rte_gen_arp().
Fix this by properly initializing the flow id.

Have the SW event device conform to the service core convention, where
-EAGAIN is return in case no work was performed.
Prior to this patch, for an idle SW event device, a service lcore load
estimate based on RTE_SERVICE_ATTR_CYCLES would suggest 48% core
load.
At 7% of its maximum capacity, the SW event device needs about 15% of
the available CPU cycles* to perform its duties, but
RTE_SERVICE_ATTR_CYCLES would suggest the SW service used 48% of the
service core.
After this change, load deduced from RTE_SERVICE_ATTR_CYCLES will only
be a minor overestimation of the actual cycles used.
* The SW scheduler becomes more efficient at higher loads.

Add support to configure and use periodic event timers in
software timer adapter.
The structure ``rte_event_timer_adapter_stats`` is extended
by adding a new field, ``evtim_drop_count``. This stat
represents the number of times an event_timer expiry event
is dropped by the event timer adapter.
Updated the software eventdev pmd timer_adapter_caps_get
callback function to report the support of periodic
event timer capability.

Replace RTE_EVENT_DEV_CAP_REQUIRES_MAINT, which signaled the need
for the application to call rte_event_maintain(), with
RTE_EVENT_DEV_CAP_MAINTENANCE_FREE, which does the opposite (i.e.,
signifies that the event device does not require maintenance).
This approach is more in line with how other eventdev hardware and/or
software limitations are handled in the Eventdev API.

FINISHED state seems to be used to indicate that the worker's update
of the 'state' is not visible to other threads. There seems to be no
requirement to have such a state.
Since the FINISHED state is removed, the API rte_eal_wait_lcore
is updated to always return the status of the last function that
ran in the worker core.

Let's try to enforce the convention where most drivers use a pmd. logtype
with their class reflected in it, and libraries use a lib. logtype.
Introduce two new macros:
- RTE_LOG_REGISTER_DEFAULT can be used when a single logtype is
used in a component. It is associated to the default name provided
by the build system,
- RTE_LOG_REGISTER_SUFFIX can be used when multiple logtypes are used,
and then the passed name is appended to the default name,
RTE_LOG_REGISTER is left untouched for existing external users
and for components that do not comply with the convention.
There is a new Meson variable log_prefix to adapt the default name
for baseband (pmd.bb.), bus (no pmd.) and mempool (no pmd.) classes.

Today it is difficult to know if the SW Eventdev PMD is making
forward progress when it runs an iteration of its service. This
commit adds two xstats to give better visibility to the application.
The new xstats provide an application with which Eventdev ports
received work in the last iteration of scheduling, as well if
forward progress was made by the scheduler.
This patch implements an xstat for the SW PMD that exposes a
bitmask of ports that were scheduled to. In the unlikely case
that the SW PMD instance has 64 or more ports, return UINT64_MAX.

Replace master lcore with main lcore and
replace slave lcore with worker lcore.
Keep the old functions and macros but mark them as deprecated
for this release.
The "--master-lcore" command line option is also deprecated
and any usage will print a warning and use "--main-lcore"
as replacement.

This commit implements the eventdev ABI changes required by
the DLB/DLB2 PMDs. Several data structures and constants are modified
or added in this patch, thereby requiring modifications to the
dependent apps and examples.
The DLB/DLB2 hardware does not conform exactly to the eventdev interface.
1) It has a limit on the number of queues that may be linked to a port.
2) Some ports a further restricted to a maximum of 1 linked queue.
3) DLB does not have the ability to carry the flow_id as part
of the event (QE) payload. Note that the DLB2 hardware is capable of
carrying the flow_id.

Three warnings are commonly disabled in DPDK with make and meson:
* address-of-packed-member
always disabled
* missing-field-initializers
disabled with meson
disabled with make + clang or make + gcc < 4.7
disabled with make + gcc <= 5 for test files and event drivers
* packed-not-aligned
disabled with meson
This change is removing exceptions for missing-field-initializers.
As it is always disabled, some redundant configs are cleaned up.
Now the situation is:
* address-of-packed-member
always disabled
* missing-field-initializers
always disabled
* packed-not-aligned
disabled with meson
It could alternatively be decided to disable missing-field-initializers
only for old gcc (< 6).
The warning packed-not-aligned is not modified in this change.

The sw PMD implements xstats reset by having the xstat get operations
return a value to the statistic's value at the last reset. The value at the
last reset is maintained in the per-xstat reset_value field, but the PMD
was setting reset_value = current - reset_value instead of reset_value =
current.

The functions rte_service_may_be_active(), rte_service_lcore_attr_get(),
and rte_service_attr_reset_all() were introduced nearly a year ago in DPDK
18.08. They can be considered non-experimental for the 19.08 release.
rte_service_may_be_active() is used by the sw PMD, and this commit allows
it to not need any experimental API.

This patch fixes a number of instances of the same return
value mis-check, where previously we checked for a negative
return value as error, however the API returns an unsigned
integer, so these return value checks are invalid.
The rte_event_enqueue_burst() API returns the number of
events enqueued, so in order to identify the error case,
we must check for != the number of intended enqueues.

This commit adds a unit test that checks the behaviour
of the unlinks_in_progress() function, ensuring that the
returned values are the number of unlinks requested,
until the scheduler runs and "acks" the requests, after
which the count should be zero again.

This commit adds a counter to each port, which counts the
number of unlinks that have been performed. When the scheduler
thread starts its scheduling routine, it "acks" all unlinks that
have been requested, and the application is gauranteed that no
more events will be scheduled to the port from the unlinked queue.

This commit fixes the cq index checks when unlinking
ports/queues while the scheduler core is running.
Previously, the == comparison could be "skipped" if
in particular corner cases. With the check being changed
to >= this is resolved as the cq idx gets reset to zero.

When an event device is stopped, it drains all event queues and ports.
These events may contain pointers, so to prevent memory leaks eventdev now
supports a user-provided flush callback that is called during the queue
drain process. This callback is stored in process memory, so the callback
must be registered by any process that may call rte_event_dev_stop().
This commit also clarifies the behavior of rte_event_dev_stop().

Previously, the sw PMD would enqueue either all or no events, depending on
if enough inflight credits were available for the new events in the burst.
If a port is enqueueing a large burst (i.e. a multiple of the credit update

understanding of the sw PMD implementation (in particular, its credit
scheme) to tune an application's burst size.
This affects software that enqueues large bursts of new events, such as the
ethernet event adapter which uses a 128-deep event buffer, when the input
packet rate is sufficiently high.
This change makes the sw PMD enqueue as many events as it has credits, if
there are any new events in the burst.
