A decision was made [1] to no longer support Make in DPDK, this patch
removes all Makefiles that do not make use of pkg-config, along with
the mk directory previously used by make.

which is now used where appropriate for consistency.

Move app to "app" directory and enable with meson build. For consistency of
naming, the subdirectory is also renamed from cmdline_test to test-cmdline.
