3185322809 eal: remove rte_snprintf 
The function rte_snprintf() was deprecated in version 1.7.0
(commit 6f41fe75e2dd).
It's now totally removed.

e5ac7c2ff3 eal: don't inline string functions 
It makes no sense to inline string functions, in fact snprintf
can't be inlined because the function supports variable number of
arguments.
