7317af97f9 compat: relicense some files
Received a note the other day from the Linux Foundation governance board
for DPDK indicating that several files I have copyright on need to be
relicensed to be compliant with the DPDK licensing guidelines.  I have
some concerns with some parts of the request, but am not opposed to
other parts.  So, for those pieces that we are in consensus on, I'm
proposing that we change their license from BSD 2 clause to 3 clause.
I'm also updating the files to use the SPDX licensing scheme

5b9656b157 lib: build with meson
Add non-EAL libraries to DPDK build. The compat lib is a special case,
along with the previously-added EAL, but all other libs can be build using
the same set of commands, where the individual meson.build files only need
to specify their dependencies, source files, header files and ABI versions.

7d540a3e73 compat: add experimental tag macro
The __rte_experimental macro tags a given exported function as being part of
the EXPERIMENTAL api.  Use of this tag will cause any caller of the
function (that isn't removed by dead code elimination) to emit a warning
that the user is making use of an API whos stabilty isn't guaranteed.
It also places the function in the .text.experimental section, which is
used to validate the tag against the corresponding library version map

58298a4e7b compat: add macro to map symbol in static build
It was pointed out in my examples that doing shared library symbol versioning by
partitioning symbols to version specific functions (as opposed to leaving the
latest symol version at the base symbol name), neglects to take into account
static builds.  Add a macro to handle that.  If you choose a versioning approach
that uniquely names every version of the symbol, then this macro lets you map
your symbol choice to the base name when building a static library

Also, while I'm at it, since we're documenting this in the guide, take the
abbreviated example out of the header

133b75923b mk: add library version extension
To differentiate libraries that break ABI, we add a library version number
suffix to the library, which must be incremented when a given libraries ABI is
broken.  This patch enforces that addition, sets the initial abi soname
extension to 1 for each library and creates a symlink to the base SONAME so that
the test applications will link properly.
