Since SSE4 is now part of the minimum requirements for DPDK, we don't need
a fallback case to handle selection of algorithm when SSE4 is unavailable.

Exported header files used by applications should allow the strictest
compiler flags. Language extensions used in many places must be explicitly
marked to avoid warnings and compilation failures.
Unnamed structs/unions are allowed since C11, however many compiler
versions do not use this mode by default.
This commit prevents the following errors:
error: ISO C99 doesn't support unnamed structs/unions
error: struct has no named members

Make thash library arch-independent.
Leave unaligned union rte_thash_tuple if no support for SSE3.
Makes 32bit compiler happy by adding ULL suffix.

Software implementation of the Toeplitz hash function used by RSS.
Can be used either for packet distribution on single queue NIC
or for simulating of RSS computation on specific NIC (for example
after GRE header decapsulating).
