f5862ae99e cryptodev: revert Chacha20-Poly1305 AEAD algorithm
API makes think that rte_cryptodev_info_get() cannot return
a value >= 3 (RTE_CRYPTO_AEAD_LIST_END in 19.11).
20.02-rc1 was returning 3 (RTE_CRYPTO_AEAD_CHACHA20_POLY1305).
So the ABI compatibility contract was broken.

It could be solved with some function versioning,
but because a lack of time, the feature is reverted for now.

This reverts following commits:
- 6c9f3b347e ("cryptodev: add Chacha20-Poly1305 AEAD algorithm")
- 2c512e64d6 ("crypto/qat: support Chacha Poly")
- d55e01f579 ("test/crypto: add Chacha Poly cases")

a7f8087bbd crypto/qat: fix AES CMAC mininum digest size
AES-CMAC is used in 3gpp specifications hence it is needed
to support 4 byte digest.

Digest length in RTE_CRYPTO_AUTH_AES_XCBC_MAC capability
was incorrectly marked 16 bytes, should be 12.

7d5ef3bb32 crypto/qat: support XTS
This patch adds XTS capabilities and enables
XTS cipher mode on QAT.
It also updates the documentation for newly
supported AES XTS mode on QAT.

91c1daa4e1 crypto/qat: support AES-CMAC
This patch add AES-CMAC support. CMAC is a keyed hash function
that is based on a symmetric key block cipher. It is One-Key
CBC MAC improvement over XCBC-MAC. RFC 4493. NIST SP 800-38B.

e3d9988442 crypto/qat: support 8-byte 3DES
Added extra case to support 8 byte key size
for 3DES CBC. Also changed capabilities to reflect
the change.

f9a3d7f68f crypto/qat: move code into appropriate files
Move all code into appropriate files, no actual code changes. Specifically:
 - Rename rte_qat_cryptodev.c to qat_sym_pmd.c
 - Create qat_sym_pmd.h and populate with fn prototypes for qat_sym_pmd.c
 - Create qat_comp_pmd.c/.h and populate with placeholder functions
 - Create qat_asym_pmd.c/.h and populate with placeholder functions
 - Rename qat_crypto_capabilities.h to qat_sym_capabilities.h
 - Move CRYPTODEV_NAME_QAT_SYM_PMD from qat_common.h to qat_sym_pmd.h
 - Move qat_sym_dev_private from qat_device.h to qat_sym_pmd.h
 - Move prototype for qat_sym_dev_info_get frm qat_device.h 2 qat_sym_pmd.h
 - Move all qat_device.c sym dev_ops fns to qat_sym_pmd.c file
 - Move all qat_sym.c dev_ops fns to qat_sym_pmd.c file
 - Remove unused header file #includes from all files.
 - Move pci_id_qat_map, probe/release/register from
   rte_qat_cryptodev.c to qat_device.c
 - Moved stray comment for bpi_cipher_ctx_init() from qat_sym.c
   to qat_sym_session.c
 - Changed all files to use SPDX license header
