Add support to fetch port and queue stats via xstats API. Also remove
queue stats from basic stats because they're now available via xstats
API for the VF.

The rte_ethdev_driver.h, rte_ethdev_vdev.h and rte_ethdev_pci.h files are
for drivers only and should be a private to DPDK and not installed.

The API function rte_eth_dev_close() was returning void.
The return type is changed to int for notifying of errors.
If an error happens during a close operation,
the status of the port is undefined,
a maximum of resources having been freed.

Firmware returns the max queues that can be allocated on the entire
PF. The driver evenly distributes them across all the ports belonging
to the PF. However, some ports may need more queues than others and
this equal distribution scheme prevents accessing these other ports
unused queues. So, remove the equal distribution scheme and allow the
ports to allocate as many queues as they need.
Also remove the hardcoded 64 max limit on queue allocation. Instead,
use the max limit given by firmware.

Enable RTE_ETH_DEV_CLOSE_REMOVE during PCI probe for all ports
enumerated under the PF. Free up the underlying port Virtual
Identifier (VI) and associated resources during port close.
Once all the ports under the PF are closed, free up the PF-wide
shared resources. Invoke port close function of all ports under
the PF, in PCI remove too.

The Intel C++ compiler is not able to locate the header files without
relative paths in Windows build. Following errors are seen for these
header files.
C:\> base\common.h(9): error : cannot open source file "cxgbe_compat.h"

Fix by explicitly stating header file location using relative paths.
Also, remove automatically including header files for Linux, to keep
it consistent across both OS.

A new hook function is added and called inside the PMDs at the end
of the device probing:
- in primary process, after allocating, init and config
- in secondary process, after attaching and local init
This new function is almost empty for now.
It will be used later to add some post-initialization processing.
For the PMDs calling the helpers rte_eth_dev_create() or
rte_eth_dev_pci_generic_probe(), the hook rte_eth_dev_probing_finish()
is called from here, and not in the PMD itself.
Note that the helper rte_eth_dev_create() could be used more,
especially for vdevs, avoiding some code duplication in PMDs.

On TX path, add fw_eth_tx_pkt_vm_wr to transmit packets over VF.
Use is_pf4() to correctly calculate the work request size and
offsets within the work request. On RX path, use pktshift to adjust
data offset within the mbuf.

Add probe to initialize VF devices. Separate init/de-init paths
for PF and VF. Do firmware state initialization wrt VF and retrieve
various operational parameters by querying firmware. Finally configure
and initialize ports.
