The generic RTE_LOGTYPE_PMD is a historical relic and should
not be used. Every driver must dynamic log types.

Some drivers was not following DPDK convention and
was leaving logging always in even if LOG_LEVEL was configured
to disable debug logs.

Move i40e PMD to drivers/net directory.
As part of the move, rename the "i40e" directory, containing the "base
driver" code, from "i40e" to "base".
