Add checks during build to ensure that all symbols in the EXPERIMENTAL
version map section have __experimental tags on their definitions, and
enable the warnings needed to announce their use. Also add an
ALLOW_EXPERIMENTAL_APIS define to allow individual libraries and files
to declare the acceptability of experimental api usage

rte_ethdev_core.h created. Internal data structures are moved here.
These structures are mostly intended to be used by drivers, but they
need to be in the public header file because of the inline functions
in the ethdev.h header, and those inline functions are preferred to
kept because of the performance concerns.
The accessibility of the data structures are not changed, only logically
grouped to show that they are not intended to be used by applications.

Create a rte_ethdev_driver.h file and move PMD specific APIs here.
Drivers updated to include this new header file.
There is no update in header content and since ethdev.h included by
ethdev_driver.h, nothing changed from driver point of view, only
logically grouping of APIs. From applications point of view they can't
access to driver specific APIs anymore and they shouldn't.
More PMD specific data structures still remain in ethdev.h because of
inline functions in header use them. Those will be handled separately.

The list of libraries in LDLIBS was generated from the DEPDIRS-xyz
variable. This is valid when the subdirectory name match the library
name, but it's not always the case, especially for PMDs.
The patches removes this feature and explicitly adds the proper
libraries in LDLIBS.
Some DEPDIRS-xyz variables become useless, remove them.

This patch introduces new ethdev generic API for Traffic Metering and
Policing (MTR), which is yet another standard RX offload for Ethernet
devices.
Similar to rte_flow and rte_tm APIs, the configuration of MTR objects is
done in their own namespace (rte_mtr) within the librte_ether library.
Main features:
1. Traffic metering: determine the color for the current packet (green,
yellow, red) based on history maintained by the MTR object. Supported
algorithms: srTCM (RFC 2697), trTCM (RFC 2698 and RFC 4115).
2. Policing (per meter output color actions): re-color the packet (keep
or change the meter output color) or drop the packet.

Extend port_id definition from uint8_t to uint16_t in lib and drivers
data structures, specifically rte_eth_dev_data. Modify the APIs,
drivers and app using port_id at the same time.
Fix some checkpatch issues from the original code and remove some
unnecessary cast operations.
release_17_11 and deprecation docs have been updated in this patch.

The patch simplifies DPDK applications analysis for developers which use
Intel® VTune Amplifier.
The empty cycles are such iterations that yielded no RX packets. As far as
DPDK is running in poll mode, wasting cycles is equal to wasting CPU time.
Tracing such iterations can identify that device is underutilized. Tracing
empty cycles becomes even more critical if a system uses a lot of Ethernet
ports.
The patch gives possibility to analyze empty cycles without changing
application code. All needs to be done is just to reconfigure and rebuild
the DPDK itself with CONFIG_RTE_ETHDEV_PROFILE_ITT_WASTED_RX_ITERATIONS
enbled. The important thing here is that this does not affect DPDK code.
The profiling code is not being compiled if user does not specify config
flag.
The patch provides common way to inject RX queues profiling and VTune
specific implementation.

While almost all libraries have the library name match the directory name,
some libraries and drivers do not. For those that don't, some have the
version filename use the libname, e.g. null_crypto, others have it use the
directory name, e.g. ether. Using the library name seems the better
standard to follow, so rename rte_ether_version.map to
rte_ethdev_version.map.

Before this patch, the management of dependencies between directories
had several issues:
- the generation of .depdirs, done at configuration is slow: it can take
more than one minute on some slow targets (usually ~10s on a standard
PC without -j).
- for instance, it is possible to express a dependency like:
- app/foo depends on lib/librte_foo
- and lib/librte_foo depends on app/bar
But this won't work because the directories are traversed with a
depth-first algorithm, so we have to choose between doing 'app' before
or after 'lib'.
- the script depdirs-rule.sh is too complex.
- we cannot use "make -d" for debug, because the output of make is used for
the generation of .depdirs.
This patch moves the DEPDIRS-* variables in the upper Makefile, making
the dependencies much easier to calculate. A DEPDIRS variable is still
used to process library dependencies in LDLIBS.
After this commit, "make config" is almost immediate.

This new API supersedes all the legacy filter types described in
rte_eth_ctrl.h. It is slightly higher level and as a result relies more on
PMDs to process and validate flow rules.
Benefits:
- A unified API is easier to program for, applications do not have to be
written for a specific filter type which may or may not be supported by
the underlying device.
- The behavior of a flow rule is the same regardless of the underlying
device, applications do not need to be aware of hardware quirks.
- Extensible by design, API/ABI breakage should rarely occur if at all.
- Documentation is self-standing, no need to look up elsewhere.
Existing filter types will be deprecated and removed in the near future.

The proper place for rte_ether.h is in librte_net because it defines
network headers.
Moving it will also prevent to have circular references in the following
patches that will require the Ethernet header definition in rte_mbuf.c.
By the way, fix minor checkpatch issues.

Some statistics were deprecated since release 2.1 (49f386542a).
The last deprecated counter to be used was imcasts.
The VF loopback statistics are also removed as they are used only
in igb and duplicated in extended statistics.
The new counters should be added to extended statistics.

To differentiate libraries that break ABI, we add a library version number
suffix to the library, which must be incremented when a given libraries ABI is
broken. This patch enforces that addition, sets the initial abi soname
extension to 1 for each library and creates a symlink to the base SONAME so that
the test applications will link properly.

New functions:
- rte_eth_dev_filter_supported
- rte_eth_dev_filter_ctrl
Filter types, operations, and structures are defined specifically in new
header file lib/librte_eth/rte_dev_ctrl.h.

files are affected, as the BSD license copyright header had trailing
