The ether header does not need to be packed since that makes no sense for
structures with only bytes in them, but it should be aligned to a two-byte
boundary to simplify access to it from code. Other packed structures that
use this also need to be updated to take account of the change, either by
removing packing - where it is clearly unneeded - or by explicitly giving
those structures 2-byte alignment also.

Enable testpmd to forward GTP packet in csum fwd mode.
A GTP header structure (without optional fields and extension header)
is defined in new rte_gtp.h.
A parser function in testpmd is added. GTPU and GTPC packets are both
supported, with respective UDP destination port and GTP message type.

Add new rte_flow_item_higig2_hdr in order to match higig2 header.
It is a layer 2.5 protocol and used in Broadcom switches.

OVS currently maintains a copy of those headers with the right endianness
annotations so that sparse checks can pass.
We introduced rte_beXX_t for better readibility in v17.08.
Let's make use of them, OVS then only needs to override those rte_beXX_t
types by exposing a tweaked rte_byteorder.h header.
Other existing dpdk users won't be affected since rte_beXX_t types are
mapped to uintXX_t types.

The current ether_unformat_addr code was based off of
BSD ether_aton. That version changed what was allowed
by the cmdline ether address parser.
For example, it allows dropping leading zeros.
Change the code to be more restrictive and only allow the fully
expanded standard formats.

Layer 2 length must be updated after the prepend to mbuf to keep
the length right to be used by other Tx offloads.
If the packet has tunnel encapsulation, outer_l2_len should be
updated. Otherwise l2_len should be updated.

Using bit operations like or and xor is faster than a loop
on all architectures. Really just explicit unrolling.

Make a function that can be used in place of eth_aton_r
to convert a string to rte_ether_addr. This function
allows both byte (xx:xx:xx:xx:xx:xx) and word (XXXX:XXXX:XXXX)
format and has the same lack of error handling as the original.
This also allows ethdev to no longer have a hard dependency
on the cmdline library.

instead don't support inserting VLAN tag into shared mbufs and return
an error for that case.

TCP flags were moved to the TCP header file from the Ethernet control
header file, and the RTE prefix was added to their names.
Missing TCP ECN flags were added.
The ALL mask did not include TCP ECN flags, so it was renamed to reflect
that it applies to N-tuple filtering only.
Updated other files affected by the renaming accordingly.

The API to prepare checksum offloads mistreats L4
checksum type enum values as self-contained flags.
Turning these flag checks into enum checks causes
warnings by GCC about possibly uninitialised IPv4
header pointer. The issue was found to show up in
the case of GCC versions 4.8.5 and 5.4.0, however,
it might be the case for a wider variety of other
versions. Initialise the pointer upon declaration.

The API to prepare checksum offloads employs outer
IP checksum flag to tell regular IPv4 packets from
tunnel packets with outer IPv4 encapsulation. This
flag cannot serve as a marker for the said purpose
because a packet can have outer IPv4 encapsulation
and may not have outer IP checksum offload request.
Fix the API by changing the said criterion to test
outer IPv4 flag rather than outer IP checksum flag.
Use simpler spelling of the conditional expression.

Putting a '__attribute__((deprecated))' in the middle of a function
prototype does not result in the expected result with gcc (while clang
is fine with this syntax).

Special mention for rte_mbuf_data_addr_default():
There is either a bug or a (not yet understood) issue with gcc.
gcc won't drop this inline when unused and rte_mbuf_data_addr_default()
calls rte_mbuf_buf_addr() which itself is experimental.
This results in a build warning when not accepting experimental apis
from sources just including rte_mbuf.h.
For this specific case, we hide the call to rte_mbuf_buf_addr() under
the ALLOW_EXPERIMENTAL_API flag.

A PMD might use rte_vlan_insert to implement Tx VLAN offload. Typically
the PMD will insert the VLAN header in the transmit path and then
attempt to send the packets. If this fails, the packets are returned to
the application which may attempt to send these packets again. If the
PKT_TX_VLAN flag is not cleared, the transmit path may attempt to insert
the VLAN header again.

rte_validate_tx_offload() is used in Tx prepare callbacks
(RTE_LIBRTE_ETHDEV_DEBUG only) to check Tx offloads consistency.
Requirement that packet headers should not be fragmented is not
documented and unclear where it comes from except
rte_net_intel_cksum_prepare() functions which relies on it.
It could be NIC vendor specific driver or hardware limitation, but,
if so, it should be documented and checked in corresponding Tx
prepare callbacks.

If we receive a packet with an invalid IP header, where the total packet
length is reported as less than the IP header length, we would end up
getting an underflow in the length subtraction.
This could cause us to checksum e.g. 4GB of data in the case where the
result of the subtraction was -1.
We fix this by having the function return 0 - an invalid sum - when
the length is less than the header length.
