Add 'RTE_ETH' namespace to all enums & macros in a backward compatible
way. The macros for backward compatibility can be removed in next LTS.
Also updated some struct names to have 'rte_eth' prefix.
All internal components switched to using new names.
Syntax fixed on lines that this patch touches.

Removing 'DEV_RX_OFFLOAD_JUMBO_FRAME' offload flag.
Instead of drivers announce this capability, application can deduct the
capability by checking reported 'dev_info.max_mtu' or
'dev_info.max_rx_pktlen'.
And instead of application setting this flag explicitly to enable jumbo
frames, this can be deduced by driver by comparing requested 'mtu' to
'RTE_ETHER_MTU'.
Removing this additional configuration for simplification.

The patch is required for all PMDs which do not provide representors
info on the representor itself.
The function, rte_eth_representor_id_get(), is used in
eth_representor_cmp() which is required in ethdev class iterator to
search ethdev port ID by name (representor case). Before the patch
the function is called on the representor itself and tries to get
representors info to match.
Search of port ID by name is used after hotplug to find out port ID
of the just plugged device.
Getting a list of representors from a representor does not make sense.
Instead, a backer device should be used.
To this end, extend the rte_eth_dev_data structure to include the port ID
of the backing device for representors.

If DCF representor port is closed after DCF port is closed, there will
be segmentation fault because representor accesses the released resource
of DCF port.
This patch checks if the resource is present before accessing.

Since DCF always configure the outer VLAN offloads for the target AVF,
so rename the related variables to align with this design.
Also, the DCF needs to trace the AVF reset status to re-apply the VLAN
offload setting, refactor the reset event handling to support this.
Change the VF representor API 'ethdev' parameter to 'vf_rep_eth_dev' to
avoid introducing confusion with VF representor eth_dev ops name.

Add the DCF port representor infrastructure for the VFs of DCF attached
PF. Then the standard ethdev API like VLAN can be used to configure the
VFs.
