d320fe56bd build: use version number from config file
Since we have the version number in a separate file at the root level,
we should not need to duplicate this in rte_version.h too. Best
approach here is to move the macros for specifying the year/month/etc.
parts from the version header file to the build config file - leaving
the other utility macros for e.g. printing the version string, where they
are.

For "make", this is done by having a little bit of awk parse the version
file and pass the results through to the preprocessor for the config
generation stage.

For "meson", this is done by parsing the version and adding it to the
standard dpdk_conf object.

In both cases, we need to append a large number - in this case "99",
previously 16 in original code - to the version number when we want to do
version number comparisons. Without this, the release version e.g. 19.05.0
will compare as less than it's RC's e.g. 19.05.0-rc4. With it, the
comparison is correct as "19.05.0.99 > 19.05.0-rc4.99".

c04172b5f0 build: add single source of DPDK version number
Add a new file VERSION to hold the current DPDK version number.
Have meson use this file for it's project version, and have make use
it for reporting out "showversion" and "showversionum".

218c4e68c1 mk: use linux and freebsd in config names
Rather than using linuxapp and bsdapp everywhere, we can change things to
use the, more readable, terms "linux" and "freebsd" in our build configs.
Rather than renaming the configs we can just duplicate the existing ones
with the new names using symlinks, and use the new names exclusively
internally. ["make showconfigs" also only shows the new names to keep the
list short] The result is that backward compatibility is kept fully but any
new builds or development can be done using the newer names, i.e.  both
"make config T=x86_64-native-linuxapp-gcc" and "T=x86_64-native-linux-gcc"
work.

6927f8dbf3 mk: allow renaming of build directories
When building using make, the Makefile in the build directory contained
the name of the build directory to be passed as an "O=" parameter to
the DPDK SDK makefiles. Unfortunately, this meant that the compilation
would always fail if the build directory was renamed. To remove this
limitation, we can use $(CURDIR) instead of the directory name.

6ace79505d mk: fix make defconfig on FreeBSD
On FreeBSD, make defconfig generates the config as
"defconfig_x86_64-bsdapp-", which does not resolve to any known
config file.

On FreeBSD, we get amd64 out of "uname -m", which was not handled by
the list of checks, but which now resolves to x86_64-native.

Then we run '$CC --version', and use grep -o with the list of known
compilers, and set to either gcc, icc or clang. Grep's '-o' option
returns the matched word rather than the whole line, making the
result easier to use.

The remaining code in the patch then takes ${compiler}, the "uname -m"
output and assembles them all together into a valid freebsd config name,
i.e. "defconfig_x86_64-native-bsdapp-clang".

bce6c42c4a mk: add sensible default target with defconfig
Users can now use 'make defconfig' to generate a configuration using
the most appropriate defaults for the current machine.

<arch-machine-execenv-toolchain>
  arch taken from uname -m
  machine defaults to native
  execenv is taken from uname, Linux=linuxapp, otherwise bsdapp
  toolchain is taken from $CC -v to see which compiler to use

feb9f680cd mk: optimize directory dependencies
Before this patch, the management of dependencies between directories
had several issues:

- the generation of .depdirs, done at configuration is slow: it can take
  more than one minute on some slow targets (usually ~10s on a standard
  PC without -j).

- for instance, it is possible to express a dependency like:
  - app/foo depends on lib/librte_foo
  - and lib/librte_foo depends on app/bar
  But this won't work because the directories are traversed with a
  depth-first algorithm, so we have to choose between doing 'app' before
  or after 'lib'.

- the script depdirs-rule.sh is too complex.

- we cannot use "make -d" for debug, because the output of make is used for
  the generation of .depdirs.

This patch moves the DEPDIRS-* variables in the upper Makefile, making
the dependencies much easier to calculate. A DEPDIRS variable is still
used to process library dependencies in LDLIBS.

After this commit, "make config" is almost immediate.

658cf5bc54 mk: fix FreeBSD build
The sed syntax of '0,/regexp/' is GNU specific and fails with
non GNU sed in FreeBSD.

To solve the issue we can use awk instead to remove duplicates.

The awk script basically keeps the last config value, while
maintaining order and comments from original config file.

b2063f104d mk: filter duplicate configuration entries
Due to the hierarchy and the demand to keep the base config showing all
options, some config keys end up multiple times in the .config file.

Due to the way the actual config is sourced only the last entry is
important. That can confuse people changing values in .config which
are then ignored.

A suggested solution was to filter for duplicates at the end of the
actual config step which is implemented here.

In order to ease packaging support of changes in DPDK build system,
introduce a decimal integer to compare version numbers.
It does not show the minor numbers as it is not meaningful for packaging.

Usage for DPDK 16.04:
% make showversionum
1604

6d7de6d2e3 version: switch to year.month numbers
As discussed on list, switch numbering scheme to be based on year/month.
Release 2.3 then becomes 16.04.

Also, added zero padding to the month so that it appear as 16.04 and

3031749c2d remove trailing whitespaces
This commit removes trailing whitespace from lines in files. Almost all
files are affected, as the BSD license copyright header had trailing
whitespace on 4 lines in it [hence the number of files reporting 8 lines
changed in the diffstat].

6820e8efef mk: allow updates to build config on make install
When running "make config", an additional config.orig file is also
generated, which is intended to hold the original, clean configuration
from the template.
When running make install, we first check if there is no existing
.config file, and run make config if not. If there is a file, we then
check if it's unmodified, in which case we regenerate a new .config to
take account of any possible updates to the template. Finally, in the
case where there is an existing .config file, and it HAS been modified,
we then do a check to see if the template has had further updates, and
throw an error if so. If no updates, we continue with the build using
the existing, user-modified config.

Start development cycle for version 1.7.0.

This new development workflow introduces a new versioning scheme.
Instead of having releases r0, r1, r2, etc, there will be release
candidates. Last number has special meanings:
< 16 numbers are reserved for release candidates (RTE_VER_SUFFIX is -rc)
16 is reserved for the release (RTE_VER_SUFFIX must be unset)
> 16 numbers can be used locally (RTE_VER_SUFFIX must be set)

4b38b32eb7 mk: fix dependencies when modifying config
If .config file is changed and .depdirs was built before,
it must be updated.
It is now done silently (-s) in checkconfig rule.
Now .depdirs is not redone if .config is older.

It has been tested by enabling PMD_PCAP after a default build.
KVARGS dependency should appear in .depdirs.

There is also a typo fix for PHONY rule.
