The patch modifies the comments of structures or functions, and adds
space for comments, removes extra empty lines and adjusts the
print level for VF branches in one sdk interface.

When repeatedly hotupdate firmware and start/stop port at the same time,
port start may be failed when cmdq reinit failed at the FW active phase,
so if cmdq fails, then reinit the cmdq when port start.

Microcode is named ucode in Hi1822. Its main responsibility is data
transmission and reception. But it can also handle some administration
works. It uses cmdq mechanism. This patch introduces data structures,
initialization, interfaces, and commands sending functions of cmdq.
