c0b48da45c mbuf: fix dump of dynamic fields and flags
The dump of dynamic fields and flags fails if the shm is already
allocated. Add a check to fix the issue.

daa02b5cdd mbuf: add namespace to offload flags
Fix the mbuf offload flags namespace by adding an RTE_ prefix to the
name. The old flags remain usable, but a deprecation warning is issued
at compilation.

e9123c467d mbuf: enforce no option for dynamic fields and flags
As stated in the API, dynamic field and flags should be created with no
additional flag (simply in the API for future changes).

Fix the dynamic flag register helper which was not enforcing it and add
unit tests.

d4902ed31c mbuf: check shared memory before dumping dynamic space
Because mbuf dyn shared memory was allocated runtime, so it's
necessary to check validity when dump mbuf dyn info.

Also this patch adds an error logging when init shared memory fail.

99a2dd955f lib: remove librte_ prefix from directory names
There is no reason for the DPDK libraries to all have 'librte_' prefix on
the directory names. This prefix makes the directory names longer and also
makes it awkward to add features referring to individual libraries in the
build - should the lib names be specified with or without the prefix.
Therefore, we can just remove the library prefix and use the library's
unique name as the directory name, i.e. 'eal' rather than 'librte_eal'
