Unknown unicast filter creation may fail because of insufficient
permissions on VF. This failure is handled internally in libefx MAC
reconfiguration without any way for a user to know if it happened.
Making the MAC reconfiguration forward error code of filter
reconfiguration would be too destructive to the existing code
that may rely on the function never returning that error.
Add an API for getting the status of current unknown unicast and
all multicast filters since user must know that requested
filters are actually applied.

Make user filters a priority in EF10 datapath. When a manual
filter with a specification that is equal to an existing auto
filter is inserted, the manual filter:
- replaces auto filter if the specification is exclusive;
- is inserted along existing auto filter otherwise;
In the first case the auto filter that was replaced is saved.
This saved filter can be updated on filter reconfiguration and
is restored on the manual filter removal.

VMware expects that certain kind of configurations made on the VFs are
authorized by the ESXi before these are applied e.g. assigning a MAC
address to the VF, setting MTU etc. Firmware supports a feature called
MCDI proxy which will be used to implement this authorization check.
The proxy auth module is governed by EFSYS_OPT_MCDI_PROXY_AUTH switch.
This patch adds the framework for proxy auth module along with the APIs
required for SR-IOV initialization.

The vSwitch create API takes an array of num_vports client driver

for VFs 0 to (num_vports-2). The required hierarchy

The recently added NO_CONT_EV mode is recommended for when looking for
maximum throughput on 100G links as it allows the firmware to operate
more efficiently. The biggest benefit is when using scatter and jumbo
frames, but it is also necessary to achieve line rate in other cases.
Support for NO_CONT_EV when scatter is disabled is simple - the main
datapath change is to always read the packet length from the prefix,
not the event. This requires storing a flag with the event queue so
the event handler knows NO_CONT_EV mode is in use.
Supporting NO_CONT_EV with scatter would require an API change.
(Now the ee_flags field in efx_evq_t is used on the datapath, move it
next to other fields which are also read on the datapath to try to avoid
reading an additional cache line.)

Equal stride super-buffer Rx mode is supported by DPDK firmware
variant. One Rx descriptor provides many Rx buffers to firmware.
Rx buffers follow each other with specified stride.
Also it supports head of line blocking with timeout to address
drops when no Rx descriptors are available. So it gives extra time
to the driver to provide Rx descriptors before drop.
