To delete all the queues of an ethdev device associated with
adapter instance the queue_id can be passed as -1 to the queue
delete API.
When a subset of queues of a ethdev device are associated,
the queue delete logic is exiting without deleting the queues
in some cases (higher numbered associated queues) for above
scenario as the queue delete logic is not checking all the
queue association status.
This patch fixes this issue by checking the queue association
status of all the queues of the ethernet device.

Introduce ability to aggregate crypto operations processed by event
crypto adapter into single event containing rte_event_vector whose event
type is RTE_EVENT_TYPE_CRYPTODEV_VECTOR.
Application should set RTE_EVENT_CRYPTO_ADAPTER_EVENT_VECTOR in
rte_event_crypto_adapter_queue_conf::flag and provide vector configuration
with respect of rte_event_crypto_adapter_vector_limits, which could be
obtained by calling rte_event_crypto_adapter_vector_limits_get, to enable
vectorization.
The event crypto adapter would be responsible for vectorizing the crypto
operations based on provided response information in
rte_event_crypto_metadata::response_info.
Updated drivers and tests accordingly to new API.

Add support to start or stop a particular queue
that is associated with the adapter.
Start function enables the Tx adapter to start enqueueing
packets to the Tx queue.
Stop function stops the Tx adapter from enqueueing any
packets to the Tx queue. The stop API also frees any packets
that may have been buffered for this queue. All in-flight packets
destined to the queue are freed by the adapter runtime until the
queue is started again.

Add `rte_event_vector:elem_offset:12` bit field event vector
structure the bits are taken from `rte_event_vector::rsvd:15`.
The element offset defines the offset into the vector array
at which valid elements start.
The valid elements count will be equal to
`rte_event_vector::nb_elem`.
Update Rx/Tx adapter SW implementation to use elem_offset.

Add support to configure and use periodic event timers in
software timer adapter.
The structure ``rte_event_timer_adapter_stats`` is extended
by adding a new field, ``evtim_drop_count``. This stat
represents the number of times an event_timer expiry event
is dropped by the event timer adapter.
Updated the software eventdev pmd timer_adapter_caps_get
callback function to report the support of periodic
event timer capability.

adapter_stop function is stopping the adapter service using
rte_service_runstate_set() API and waiting until
rte_service_may_be_active() API returns stopped state in an
infinite loop.
This results in hang issues if application calls
rte_service_lcore_stop() before adapter stop.
Remove the state check after setting the service state which
avoids running into hang issues. This also makes Tx adapter stop
inline with remaining adapters.

Make rte_driver opaque for non internal users.
This will make extending this object possible without breaking the ABI.
Introduce a new driver header and move rte_driver definition.
Update drivers and library to use the internal header.
Some applications may have been dereferencing rte_driver objects, mark

Start a new release cycle with empty release notes.
The ABI version becomes 23.0.
The map files are updated to the new ABI major number (23).
The ABI exceptions are dropped and CI ABI checks are disabled because
compatibility is not preserved.
Special handling of removed drivers is also dropped in check-abi.sh and
a note has been added in libabigail.abignore as a reminder.

During adapter create, memory is allocated for storing event port
configuration which is freed during adapter free. The following
error is seen during free "EAL: Error: Invalid memory"
The service data pointer storage for txa_service_data_array is
allocated during adapter create with incorrect size which is less
than the required size.
Initialization of this memory causes buffer overflow and result in
metadata overwrite of event port config memory allocated above
and results in the above error message during free.
Allocating the correct size of memory for txa_service_data_array
prevents overwriting other memory areas like event port config
memory.

Extended eventdev queue QoS attributes to support weight and affinity.
If queues are of the same priority, events from the queue with highest
weight will be scheduled first. Affinity indicates the number of times,
the subsequent schedule calls from an event port will use the same event
queue. Schedule call selects another queue if current queue goes empty
or schedule count reaches affinity count.
To avoid ABI break, weight and affinity attributes are not yet added to
queue config structure and rely on PMD for managing it. New eventdev op
queue_attr_get can be used to get it from the PMD.

attributes at runtime from the values set during initialization using
rte_event_queue_setup(). PMD's supporting this feature should expose the

Add function to quiesce any core specific resources consumed by
the event port.
When the application decides to migrate the event port to another lcore
or teardown the current lcore it may to call `rte_event_port_quiesce`
to make sure that all the data associated with the event port are released
from the lcore, this might also include any prefetched events.
While releasing the event port from the lcore, this function calls the
user-provided flush callback once per event.

When compiling on FreeBSD with clang and include checking enabled,
errors are emitted due to differences in how empty structs/unions are
handled in C and C++, as C++ structs cannot have zero size.
lib/eventdev/rte_eventdev.h:992:2: error:
union has size 0 in C, non-zero size in C++
Since the contents of the union are all themselves of zero size,
the actual union wrapper is unnecessary. We therefore remove it for C++
builds - though keep it for C builds for safety and clarity of
understanding the code. The alignment constraint on the union is
unnecessary in the case where the whole struct is aligned on a 16-byte
boundary, so we add that constraint to the overall structure to ensure
it applies for C++ code as well as C.

eca_cryptodev_cdev_flush() is internal function and called with
valid range of cdevs.
crypto_cdev_info structure is allocated at adapter creation time
and retrieved from the adapter for a valid cdevs which cannot be NULL
and hence no need for NULL check.
