Introduce the RTE_LOG_REGISTER macro to avoid the code duplication
in the logtype registration process.
It is a wrapper macro for declaring the logtype, registering it and
setting its level in the constructor context.

When we flush flow FDIR, all queues are disabled for FDIR.
If FDIR rule is created again, then the flow list is empty,
as it is the first time to create rule after flush fdir filter,
so we need to enable FDIR for all queues.
And also, disable FDIR for queues should be done in function
i40e_flow_flush_fdir_filter().

Base on HW, if a packet is split into multiple segments, the L2TAG
should only be valid on the last Rx descriptor. So fix it by setting
L2TAG into mbuf when processing the last split packet.

There should have different behavior in queue start fail and stop fail
case. When queue start fail, all the next actions should be terminated
and then started queues should be cleared. But for queue stop stage, one
queue stop fail should not end other queues stop. This patch fixed that
issue in PF and VF.

In i40e PMD code of function i40e_res_pool_free(), if valid_entry
is freed by "rte_free(valid_entry);" in the code, then the following
code for pool update may still use the wild pointer "valid_entry"
for pool info update. It seems has the risk of core dump for
using wild pointer operation, we should avoid this risk.

When we flush FDIR filter, we can not call i40e_fdir_teardown()
function as it will free vsi used for FDIR, then the vsi->base_queue
will be freed from pf->qp_pool, but vsi->base_queue can only get
once when do dev init in i40e_pf_setup(). If we free it, it will
never be alloc again.

Currently, flow "pattern eth type is 0x0806 / end actions mark id
0x86 / rss / end" can't be created successfully. FDIR parser
shouldn't deny RTE_ETHER_TYPE_ARP since ARP packets will be
parsed as PCTYPE_L2_PAYLOAD. This patch fixes the issue.

The AltiVec header file breaks boolean type. [1] [2]
Currently the workaround was located only in mlx5 device.
Adding the trace module caused this issue to appear again, due to
order of includes, it keeps overriding the local fix.
This patch solves this issue by resetting the bool type, immediately
after it is being changed.

Restrict pointer aliasing to optimize the code generated.
The patch showed ~3% performance uplift on Arm N1SDP platform, and no
degradation on ThunderX2. The tet case is RFC2544 zero-loss L2
forwarding running testpmd.

To keep ordering of mixed accesses, 'DMB OSH' is sufficient.
'DSB' inside the I40E_PCI_REG_WRITE is overkill.[1]
This patch fixes by replacing with just sufficient barriers in the
normal PMD and vPMD.
It showed 7% performance uplift on ThunderX2 and 4% on Arm N1SDP.
The test case is the RFC2544 zero-loss test running testpmd.

Enable source MAC address and destination MAC address as FDIR's
input set for ipv4-other, ipv4-udp and ipv4-tcp. When OVS-DPDK is
working as a pure L2 switch, enable MAC address as FDIR input set
with Mark+RSS action would help the performance speed up. And FVL
FDIR supports to change input set with MAC address.

Due to the restriction of the flag I40E_FLAG_VF_MAC_BY_PF,
VF cannot program the MAC address.
In order to solve this inflexibility, the use of I40E_FLAG_VF_MAC_BY_PF
has been deleted in the code implementation to ensure that
VF can flexibly program the MAC address.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

Stopping LLDP is necessary for DPDK, but it will cause DCB init failure.
For kernel shared code, the prerequisite for successful initialization
of DCB is that LLDP is enabled. This patch starts LLDP before DCB init
and stops it when init finishes.

Lack of GL_SWR_PM_UP_THR value for mac type 4x10G X722 caused it can't
reach line rate in one queue one core forwarding case. It's about 1%

If configuring VF promiscuous mode is not supported, return '-ENOTSUP'
error code in '.promiscuous_enable/disable' dev_ops.
This is to fix the port start during config restore, where if
'.promiscuous_enable/disable' dev_ops exists and return any value other
than '-ENOTSUP', start will fail.
Same is done for '.allmulticast_enable/disable' dev_ops.

Coverity complains of unchecked return value warning of
i40e_xmit_cleanup, while this cleanup is opportunistic and will not
cause problems if it fails. So instead of checking the return value of
i40e_xmit_cleanup and return in case of cleanup failure, we directly
cast it to void function to make the Coverity happy.

Three warnings are commonly disabled in DPDK with make and meson:
* address-of-packed-member
always disabled
* missing-field-initializers
disabled with meson
disabled with make + clang or make + gcc < 4.7
disabled with make + gcc <= 5 for test files and event drivers
* packed-not-aligned
disabled with meson
This change is removing exceptions for missing-field-initializers.
As it is always disabled, some redundant configs are cleaned up.
Now the situation is:
* address-of-packed-member
always disabled
* missing-field-initializers
always disabled
* packed-not-aligned
disabled with meson
It could alternatively be decided to disable missing-field-initializers
only for old gcc (< 6).
The warning packed-not-aligned is not modified in this change.

The interrupt vector which bind to queues should not be larger than
the max available vector. It will cause port start failed. This patch
changed the judgement condition of the limited vector id. It can
effectively avoid vector id out of range.
