Because of UIO only support one interrupt, when insmod
``igb_uio`` and running l3fwd-power APP, link status
getting doesn't work properly.

When insmod "igb_uio" with "intr_mode=legacy and test link
status interrupt. Since INTx interrupt is not supported by
X710/XL710/XXV710, it will cause Input/Output error when
reading file descriptor.

When bind the "uio_pci_generic" module in X710/XL710/XXV710,
the result is failed. The "uio_pci_generic" module is not
supported by X710/XL710/XXV710.

When use i40e linux kernel driver as host driver and DPDK handler the i40e
VF, the promiscuous mode doesn't work in i40e VF. It is not supported by
DPDK i40e VF driver right now.

Previously, there was a known issue "On Intel® 40G Ethernet
Controller stopping the port does not really down the port link."
There were two reasons why the port was always kept up.
1. Old firmware versions had issues when "Set PHY config command"
was used on 40G NICs.
2. The kernel i40e driver didn't call "Set PHY config command" when
ifconfig up/down was used, it assumes the link is always up. But
in DPDK, ports are forced down when an applications quits. So if
the port is then switched to being controlled by kernel the driver,
the port can not be brought up through "ifconfig <ethx> up".
This patch fixes this issue by adding in "Set PHY config command"
into our driver. This is now possible because with newer firmware
there is no longer a problem using this command.
With this fix, after DPDK quit, if the port is switched to being used
by the kernel driver, "ethtool -s <ethx> autoneg on" can be used to
turn on the auto negotiation, and then port can be brought up through
"ifconfig <ethx> up".
NOTE: requires kernel i40e driver version >= 1.4.X

Fixed issue where the flag PKT_RX_IEEE1588_PTP was not being set
in Intel I210 NIC, as EtherType in RX descriptor is in bits 8:10 of
Packet Type and not in the default bits 0:2.

When using VM power manager app on systems with more than 64 cores,
app could not run even though user does not use cores 64 or higher.
The problem happens only in that case, in which case it will result
in an undefined behaviour.
Thefere, this patch allows the user to run the app on a system with more
than 64 cores, warning the user not to use cores higher than 64 in the VM(s).
Add new known issue where VM power manager app may not work
in a system with more than 64 cores, in release notes.

Known issue regarding iommu/VT-d and igb_uio in Linux kernel version 3.15
to 3.17 where unbinding the device from the driver removes the 1:1 mapping
in the iommu resulting in IOMMU/DMAR errors when the device tries to
access memory.

The 1.7 DPDK_Release_Notes document in MSWord has been converted to rst format for
use with Sphinx. There is an rst file for each chapter and an index.rst file
which contains the table of contents.
The top level index file has been modified to include this document.
This is the third document from a set of 6 documents
