The file rte_config.h is automatically generated and included.
No need to #include it.
The example performance-thread needs a makefile fix to avoid
overwriting the default cflags.

fix the error reported by checkpatch:

remove parentheses in return like:
"return (logical expressions)"
remove parentheses in return a function like:
"return (rte_mempool_lookup(...))"

examples/Makefile, and marks the example as "experimental"
in the release note, and it its API headers files.
