Any file with ABI versioned functions needs different macros for shared and
static builds, so we need to accommodate that. Rather than building
everything twice, we just flag to the build system which libraries need
that handling, by setting use_function_versioning in the meson.build files.
To ensure we don't get silent errors at build time due to this meson flag
being missed, we add an explicit error to the function versioning header
file if a known C macro is not defined. Since "make" builds always only
build one of shared or static libraries, this define can be always set, and
so is added to the global CFLAGS. For meson, the build flag - and therefore
the C define - is set for the three libraries that need the function
versioning: "distributor", "lpm" and "timer".

When a component uses either XOPEN_SOURCE or POSIX_C_SOURCE macro
explicitly in its build recipe, it restricts visibility of a non POSIX
features subset, such as IANA protocol numbers (IPPROTO_* macros).
Non standard features are enabled by default for DPDK both for Linux
thanks to _GNU_SOURCE and for FreeBSD thanks to __BSD_VISIBLE. However
using XOPEN_SOURCE or POSIX_(C_)SOURCE in a component causes
__BSD_VISIBLE to be defined to 0 for FreeBSD, causing different feature
sets visibility for Linux and FreeBSD. It restricts from using IPPROTO
macros in public headers, such as rte_ip.h, despite the fact they are
already widely used in sources.
Add __BSD_VISIBLE macro specified unconditionally for FreeBSD targets
which enforces feature sets visibility unification between Linux and
FreeBSD.
Add single -D_GNU_SOURCE to config/meson.build as a project argument
instead of adding separate directive for each project subtree.
This patch solves the problem of build breaks for [1] on FreeBSD [2]
following the discussion [3].

Introduce rte_cc_has_argument() Makefile helper to
check a given argument is support by the compiler.
Example Usage:
include $(RTE_SDK)/mk/rte.helper.mk
MACHINE_CFLAGS += $(call rte_cc_has_argument, -mcpu=octeontx2)
This would allow adding -mcpu=octeontx2 in MACHINE_CFLAGS
if it is only supported by the compiler. The use case for such
scheme is to enable the mcpu optimization if the compiler
supports else it needs to compile the source code without
any errors.
This patch also moves inclusion of toolchain's rte.vars.mk
to before the machine's rte.vars.mk inclusion to make
correct CC available for the cross compile case.

We use _GNU_SOURCE all over the place, but often times we miss
defining it, resulting in broken builds on musl. Rather than
fixing every library's and driver's and application's makefile,
fix it by simply defining _GNU_SOURCE by default for all
builds.
Remove all usages of _GNU_SOURCE in source files and makefiles,
and also fixup a couple of instances of using __USE_GNU instead
of _GNU_SOURCE.

There was an option CONFIG_RTE_INSECURE_FUNCTION_WARNING (disabled by
default), which prevents from using some libc functions:
sprintf, snprintf, vsnprintf, strcpy, strncpy, strcat, strncat, sscanf,
strtok, strsep and strlen.
It's all about using them at the right place with the right precautions.
However, it is neither really possible nor a good advice to disable them.

The GCC 4.9 -march option supports the intel code names for processors,
for example -march=silvermont, -march=broadwell.
The RTE_MACHINE config flag can be used to pass code name to
the compiler as -march flag.
Release notes is updated.
Linux and FreeBSD getting started guides are updated with recommended
gcc version as 4.9 and above.
Some of the gmake command examples in sample application guide and driver
guides are updated with gcc version as 4.9.

More and more machines and architectures are added without keeping
the lists up-to-date.
Replace the lists with a pointer to the reference directory.
The same kind of pointer is used for the supported compilers and environments.

This commit removes trailing whitespace from lines in files. Almost all
files are affected, as the BSD license copyright header had trailing
whitespace on 4 lines in it [hence the number of files reporting 8 lines
changed in the diffstat].

This reverts commits
a0cdfcf9 (use pcap-config to guess compilation flags),
ef5b2363 (fix build with empty LIBPCAP_CFLAGS) and
60191b89 (fix build when pcap_sendpacket is unavailable).
These patches are creating more problems than solving the initial one
(which was a build error with too old pcap libraries).
Since old pcap libraries are not that common, just revert them.

For cases where the compilation microarchitecture is explicitly given, we
extract the cpu-flags to use from the compiler rather than hard-coding. This
means that we will only ever use instruction sets supported by the compiler,
rather than having a case where the uarch and the Intel DPDK both support a
given instruction-set, but the compiler does not.
In the case where 'native' uarch support is requested, the same mechanism is
also used to detect the instruction-sets supported
