When the writer is checking the quiescent state status, it is not
deleting any entries in the data structure. This means, the readers
do not need to update their quiescent state during that period.
Readers update the quiescent state only when there are updates
available from the writer.

When the rte_rcu_qsbr_check API is called, it is possible to
calculate the least valued token acknowledged by all the readers.
When the API is called next time, the readers' token counters do
not need to be scanned if the value of the token being queried is
less than the last least token acknowledged. This avoids the
cache line bounces between readers and writer.

Thread unregister returns success while unregister not been performed.
This is due to incorrect thread registration status check.

Now that everything that has ever accessed the shared memory
config is doing so through the public API's, we can make it
internal. Since we're removing quite a few headers from
rte_eal_memconfig.h, we need to add them back in places
where this header is used.
This bumps the ABI, so also change all build files and make
update documentation.

Putting a '__attribute__((deprecated))' in the middle of a function
prototype does not result in the expected result with gcc (while clang
is fine with this syntax).

Special mention for rte_mbuf_data_addr_default():
There is either a bug or a (not yet understood) issue with gcc.
gcc won't drop this inline when unused and rte_mbuf_data_addr_default()
calls rte_mbuf_buf_addr() which itself is experimental.
This results in a build warning when not accepting experimental apis
from sources just including rte_mbuf.h.
For this specific case, we hide the call to rte_mbuf_buf_addr() under
the ALLOW_EXPERIMENTAL_API flag.

We had some inconsistencies between functions prototypes and actual
definitions.
Let's avoid this by only adding the experimental tag to the prototypes.
Tests with gcc and clang show it is enough.

When compiling with clang on 32-bit platforms, we are missing copies
of 64-bit atomic functions. We can solve this by linking against
libatomic for the drivers and libs which need those atomic ops.

Add RCU library supporting quiescent state based memory reclamation method.
This library helps identify the quiescent state of the reader threads so
that the writers can free the memory associated with the lock less data
structures.
