Start a new release cycle with empty release notes.
The ABI version becomes 23.0.
The map files are updated to the new ABI major number (23).
The ABI exceptions are dropped and CI ABI checks are disabled because
compatibility is not preserved.
Special handling of removed drivers is also dropped in check-abi.sh and
a note has been added in libabigail.abignore as a reminder.

For vhost message VHOST_USER_GET_CONFIG, we do not check
payload size in vhost lib, we check payload size in driver
specific ops.
For ifc vdpa driver, we just need to make sure payload size
is not smaller than sizeof(struct virtio_blk_config).

Add SW live-migration support to block device.
For block device, it is critical that no packet
should be dropped. So when virtio blk device is
paused, make sure hardware last_avail_idx and
last_used_idx are the same. This indicates all
requests have received acks, and no inflight IO.

For the net device type, only interrupt of rxq needed to be relayed.
But for block, since all the queues are used for both read and write
requests. Interrupt of all queues needed to be relayed.

Some drivers currently have their own checks and give some non
consistent reasons when an internal dependency is unavailable.
drivers/meson.build also checks for internal dependencies via 'deps'.
Let's rely on it for consistency, and smaller code.

The page size is often retrieved from the macro PAGE_SIZE.
If PAGE_SIZE is not defined, it is either using hard coded default,
or getting the system value from the UNIX-only function sysconf().
Such definitions are replaced with the generic function
rte_mem_page_size() defined for each supported OS.
Removing PAGE_SIZE definitions will fix dlb drivers for musl libc,
because #ifdef checks were missing, causing redefinition errors.

The device ready state in vhost lib is now defined as the state
that first queue pair is ready. And kick/callfd may be updated
by QEMU when ifc device is configured.
Although now ifc driver only supports one queue pair, it still
has to update callfd when working with QEMU. This patch fixes
this vring update problem by implementing the set_vring_state
callback.

As an arrangement to per queue operations in the vDPA device it is
needed to change the next experimental API:
The API ``rte_vhost_host_notifier_ctrl`` was changed to be per queue
instead of per device.
A `qid` parameter was added to the API arguments list.
Setting the parameter to the value RTE_VHOST_QUEUE_ALL configures the
host notifier to all the device queues as done before this patch.

This patch split the vDPA header file in two, making
rte_vdpa_device structure opaque to the application.
Applications should only include rte_vdpa.h, while drivers
should include both rte_vdpa.h and rte_vdpa_dev.h.

In order to avoid potential conflicts, rename the PCI_ADDR
enum value to VDPA_ADDR_PCI in vdpa_addr_type_enum.
All symbols referencing this enum are experimental, so it
does not break API policy.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.
