Use the newer macros defined by meson in all DPDK source code, to ensure
there are no errors when the old non-standard macros are removed.

Add the PCAP file-based source (input) and sink (output) port types
for the SWX pipeline. The sink port is typically used to implement the
packet drop pipeline action. Used under the hood by the pipeline rx
and tx instructions.

Add input ports to the newly introduced SWX pipeline type. Each port
instantiates a port type that defines the port operations, e.g. ethdev
port, PCAP port, etc. The RX interface is single packet, with packet
batching internally for performance.

Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.
The replacement in Makefiles was done using the following regex:
^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?
(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)
The replacement for meson files was done using the following regex:
^(#.*\n)?version\s*=\s*\d+\n(\s*\n)?
(version = numbers, optionally preceded by a comment and optionally
succeeded by an empty line)
[David]: those variables are manually removed for the files:
- drivers/common/qat/Makefile
- lib/librte_eal/meson.build
[David]: the LIBABIVER is restored for the external ethtool example
library.

The meson build was missing the define to enable pcap port support if
libpcap (development) package was found on the build platform. Rather than
duplicating the checks for libpcap found in the pcap net PMD build file, we
can move the checks to the top-level config directory and reference the
RTE_PCAP_PORT setting elsewhere in the build.

This patch adds the symmetric crypto support to port library.
The crypto port acts as a shim layer to DPDK cryptodev library and
supports in-place crypto workload processing.

Unless a library cannot be built for a specific platform (generally
BSD), it will always be available. Therefore remove checks for IP
fragmentation and ACL libraries, since these are built for all
platforms.

Add non-EAL libraries to DPDK build. The compat lib is a special case,
along with the previously-added EAL, but all other libs can be build using
the same set of commands, where the individual meson.build files only need
to specify their dependencies, source files, header files and ABI versions.
