The __rte_experimental macro tags a given exported function as being part of
the EXPERIMENTAL api. Use of this tag will cause any caller of the
function (that isn't removed by dead code elimination) to emit a warning
that the user is making use of an API whos stabilty isn't guaranteed.
It also places the function in the .text.experimental section, which is
used to validate the tag against the corresponding library version map

It was pointed out in my examples that doing shared library symbol versioning by
partitioning symbols to version specific functions (as opposed to leaving the
latest symol version at the base symbol name), neglects to take into account
static builds. Add a macro to handle that. If you choose a versioning approach
that uniquely names every version of the symbol, then this macro lets you map
your symbol choice to the base name when building a static library
Also, while I'm at it, since we're documenting this in the guide, take the
abbreviated example out of the header

To differentiate libraries that break ABI, we add a library version number
suffix to the library, which must be incremented when a given libraries ABI is
broken. This patch enforces that addition, sets the initial abi soname
extension to 1 for each library and creates a symlink to the base SONAME so that
the test applications will link properly.
