This patch implements a separate FIFO for each cpu core to improve the
previous functionality where anyone with access to the FIFO could affect
any core on the system. By using appropriate permissions, FIFO interfaces
can be configured to only affect the particular cores.
Because each FIFO is per core, the following fields have been removed
from the command JSON format: core_list, resource_id, name.

With the addition of the patchset to allow auto-detection and use
of the intel_pstate kernel driver instead of the acpi-cpufreq kernel
driver, we need to reflect this in the documentation.
Now, instead of telling the user to disable intel_pstate in all cases,
it is now an optional step, should the user want to use acpi-cpufreq.

Add meson.build in vm_power_manager and the guest_cli subdirectory.
Building can be achieved by going to the build directory, and using
meson configure -Dexamples=vm_power_manager,vm_power_manager/guest_cli
Then, when ninja is invoked, it will build dpdk-vm_power_manger and
dpdk-guest_cli
Work still needs to be done on the meson build system to handles the case
where the target list of example apps is defined as 'all'. That will come
in a future patch.

Add JSON string handling to vm_power_manager for JSON strings received
through the fifo. The format of the JSON strings are detailed in the
next patch, the vm_power_manager user guide documentation updates.
This patch introduces a new dependency on Jansson, a C library for
encoding, decoding and manipulating JSON data. To compile the sample app
you now need to have installed libjansson4 and libjansson-dev (these may
be named slightly differently depending on your Operating System)

Moved duplicated, and occasionally outdated, doc sections from each
of the sample app guides chapters to a common chapter at the start.
This reduces the duplication in the docs and provides a single
point of reference for compiling the sample apps.

The coremask option in DPDK is difficult to use and we should be
promoting the use of the corelist (-l) option. The patch
adjusts the docs to use -l EAL option instead of the -c option.
The patch only changes the docs and not the code as the -c option
will continue to exist unless it is removed in the future. The -c
option should be kept to maintain backward compatibility.

MANY references in the sample applications user guide are wrong because
they are hard-coded and section numbers have changed over the time.
This patch changes thoses references to dynamic ones, in this way if
section numbers change the reference get updated automatically.

This change adds automatic figure references to the docs. The
figure numbers in the generated Html and PDF docs are now
automatically numbered based on section.
Requires Sphinx >= 1.3.1.
The patch makes the following changes.
* Changes image:: tag to figure:: and moves image caption
to the figure.
* Adds captions to figures that didn't previously have any.
* Un-templates the |image-name| substitution definitions
into explicit figure:: tags. They weren't used more
than once anyway and Sphinx doesn't support them
for figure.
* Adds a target to each image that didn't previously
have one so that they can be cross-referenced.
* Renamed existing image target to match the image
name for consistency.
* Replaces the Figures lists with automatic :numref:
:ref: entries to generate automatic numbering
and captions.
* Replaces "Figure" references with automatic :numref:
references.

Changed all image.svg and image.png extensions to image.*
This allows Sphinx to decide the appropriate image type
from the available image options.
In case of PDF, SVG images are converted and Sphinx must pick
the converted version.
