b30b134f82 eal: calibrate TSC only in primary process
This ensures secondary processes never have to calculate the TSC rate
themselves, which can be noticeable in VMs that don't have access to
arch-specific detection mechanism (such as CPUID leaf 0x15 or MSR 0xCE
on x86).

Since rte_mem_config is now internal to the EAL library, we can add
tsc_hz without ABI breakage concerns.

Reduces rte_eal_init() execution time in a secondary process from 165ms
to 66ms on my test system.

cfe3aeb170 remove experimental tags from all symbol definitions
We had some inconsistencies between functions prototypes and actual
definitions.
Let's avoid this by only adding the experimental tag to the prototypes.
Tests with gcc and clang show it is enough.

a51639cc72 eal: add nanosleep based delay function
Add a new rte_delay_us_sleep() function that uses nanosleep().
This function can be used by applications to not implement
their own nanosleep() based callback and by internal DPDK
code if CPU non-blocking delay needed.

17715a5339 use macro to declare constructor functions
It is easier to find all constructor functions when they use
the same macros RTE_INIT or RTE_INIT_PRIO.

The macro definitions are moved from rte_eal.h to rte_common.h.

3dbc565e81 timer: honor arch-specific TSC frequency query
When calibrating the TSC frequency, first, probe the architecture specific
function. If not available, use the existing calibrate scheme.

b4d63fb622 eal: customize delay function
When running single-core, some drivers tend to call rte_delay_us for a
long time, and that is causing packet drops.
To avoid this, rte_delay_us can be replaced with user-defined delay
function with:

void rte_delay_us_callback_register(void(*userfunc)(unsigned));

When userfunc==rte_delay_us_block build-in blocking delay function is
restored.

timer code. It can be safely removed in this file, fixing the

Fix error where TSC freq is 0.

The logical OR operator evaluates to 1 if any of its operands is
different than 0.

Error showed later while initializing PMD:
EAL: TSC frequency is ~0 KHz

040cf8a411 eal: deduplicate timer functions
Move common functions from BSD/Linux to eal_common_timer.c.
BSD uses sysctl and Linux uses CLOCK_MONOTIC_RAW to calibrate TSC.
HPET is specific to Linux and not integrated in the common init.
