5723fbed4f ethdev: remove underscore prefix from internal API
'_rte_eth_dev_callback_process()' & '_rte_eth_dev_reset()' internal APIs
has unconventional underscore ('_') prefix.
Although this is not documented most probably this is to mark them as
internal. Since we have '__rte_internal' flag to mark this, removing '_'
from API names.

For '_rte_eth_dev_reset()', there is already a public API named
'rte_eth_dev_reset()', so renaming '_rte_eth_dev_reset()' to
'rte_eth_dev_internal_reset'.

cbfc6111b5 ethdev: move inline device operations
This patch is a preparation to hide the 'struct eth_dev_ops' from
applications by moving some device operations from 'struct eth_dev_ops'
to 'struct rte_eth_dev'.

Mentioned ethdev APIs are in the data path and implemented as inline
because of performance reasons.

Exposing 'struct eth_dev_ops' to applications is bad because it is a
contract between ethdev and PMDs, not really needs to be known by
applications, also changes in the struct causing ABI breakages which
shouldn't.

To be able to both keep APIs inline and hide the 'struct eth_dev_ops',
moving device operations used in ethdev inline APIs to 'struct
rte_eth_dev' to the same level with Rx/Tx burst functions.

The list of dev_ops moved:
eth_rx_queue_count_t       rx_queue_count;
eth_rx_descriptor_done_t   rx_descriptor_done;
eth_rx_descriptor_status_t rx_descriptor_status;
eth_tx_descriptor_status_t tx_descriptor_status;

The data from the host is trusted but checked by the driver.
One check that is missing is that the packet offset and length
might cause wraparound.

ac837bdd22 net/netvsc: fix multiple channel Rx
netvsc uses rxbuf_info buffer to track received packets attached via
rte_pktmbuf_attach_extbuf() and ack the host based on usage count. It
uses the transaction_id in the VMBus packet to locate where to use
memory in the rxbuf_info.

This is not correct in multiple channel setup, as different channels may
return identical transaction_ids at a time, and may corrupt the
rxbuf_info buffer.

Fix this by defining rxbuf_info for each queue.

The ABI version becomes 21.0.
The ABI major is back to normal, having only one number (21 vs 20.0).
The map files are updated to the new ABI major number (21).

Travis ABI check is disabled because compatibility is not preserved.

aee76bb79b net/netvsc: fix crash during Tx
Commit cc02518132 ("net/netvsc: split send buffers from Tx
descriptors") changed the way that transmit descriptors are
allocated. They come from a single pool instead of being
individually attached to each mbuf. To find the IOVA, you need
to calculate the offset from the base of the pool.

d43b8c7108 net/netvsc: fix underflow when Rx external mbuf
When rte_pktmbuf_attach_extbuf() is used, the driver should not decrease
the reference count in its callback function hn_rx_buf_free_cb, because
the reference count is already decreased by rte_pktmbuf. Doing it twice
may result in underflow and driver may never send an ack packet over
vmbus to host.

Also declares rxbuf_outstanding as atomic, because this value is shared
among all receive queues.

501a7e5735 net/netvsc: process link change messages in alarm
The original code would deadlock itself if a link change event
happened with link state interrupt enabled. The problem is that
the link state changed message would be seen while reading
the host to guest ring (under lock) and then the driver would
send a query to the host to see the new link state. The response
would never be seen (stuck in a while loop) waiting for the
response.

The solution is to use the link change indication to trigger
a DPDK alarm. The alarm will happen in a different thread and
in that context it can send request for new link state and
also do interrupt callback. This is similar to how the bonding
driver is handling the same thing.

b757deb8e3 net/netvsc: change datapath logging
The PMD_TX_LOG and PMD_RX_LOG can hide errors since this
debug log is typically disabled. Change the code to use
PMD_DRV_LOG for errors.

Under load, the ring buffer to the host can fill.
Add some statistics to estimate the impact and see other errors.

019a28912b net/netvsc: do RSS across Rx queue only
If number of tx queues is greater than the number of rx queues;
the driver ends up allocating more channels than rx queues.
The problem is that the RSS indirection table is programmed such
that some packets will end up on a channel that would never be
polled. The fix is to limit the RSS indirection table by number
of rx queues not channels.

81938ebb54 net/netvsc: manage VF port under read/write lock
With multiple channels, the primary channel may receive notification
that VF has been added or removed while secondary channel is in
process of doing receive or transmit.  Resolve this race by converting
existing vf_lock to a reader/writer lock.

Users of lock (tx/rx/stats) acquire for read, and actions like
add/remove acquire it for write.

Since the ring buffer with host is shared for both transmit
completions and receive packets, it is possible that transmitter
could get starved if receive ring gets full.

Better to process all outstanding events which frees up transmit
buffer slots, even if means dropping some packets.

cc02518132 net/netvsc: split send buffers from Tx descriptors
The VMBus has reserved transmit area (per device) and transmit
descriptors (per queue). The previous code was always having a 1:1
mapping between send buffers and descriptors.
This can lead to one queue starving another and also buffer bloat.

Change to working more like FreeBSD where there is a pool of transmit
descriptors per queue. If send buffer is not available then no
aggregation happens but the queue can still drain.

107f3cf310 net/netvsc: handle Rx packets during multi-channel setup
It is possible for a packet to arrive during the configuration
process when setting up multiple queue mode. This would cause
configure to fail; fix by just ignoring receive packets while
waiting for control commands.

Use the receive ring lock to avoid possible races between
oddly behaved applications doing rx_burst and control operations
concurrently.

acec04c4b2 build: disable experimental API check internally
Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

fbaf943887 build: remove individual library versions
Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.

The replacement in Makefiles was done using the following regex:

	^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?

(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

The replacement for meson files was done using the following regex:

	^(#.*\n)?version\s*=\s*\d+\n(\s*\n)?

(version = numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

[David]: those variables are manually removed for the files:
- drivers/common/qat/Makefile
- lib/librte_eal/meson.build

fd2d28fcb5 ethdev: change owner delete function to return int
Change rte_eth_dev_owner_delete() return value from void to int
and return negative errno values in case of error conditions.

Right now there is only one error case for rte_eth_dev_owner_delete() -
invalid owner, but it still makes sense to return error to catch bugs
in the code which uses the function.

Also update the usage of the function in drivers/netvsc
according to the new return type.

9970a9ad07 ethdev: make stats and xstats reset callbacks return int
Change return value of the callbacks from void to int. Make
implementations across all drivers return negative errno
values in case of error conditions.

Both callbacks are updated together because a large number of
drivers assign the same function to both callbacks.

9039c81257 ethdev: change promiscuous callbacks to return status
Enabling/disabling of promiscuous mode is not always successful and
it should be taken into account to be able to handle it properly.

When correct return status is unclear from driver code, -EAGAIN is used.

2db039a759 net/netvsc: check status of getting ethdev info
rte_eth_dev_info_get() return value was changed from void to int,
so this patch modify rte_eth_dev_info_get() usage across
net/netvsc according to its new return type.

ff155eac93 net/netvsc: fix definition of offload values
The definition of ipsec and rsc offloads was incorrect.
Neither one of these is used by current driver, but the values
should be fixed now for future RSC support.
