37ab8bdcf0 common/iavf: support eCPRI protocol header fields
Add eCPRI header and its field selectors, including MSG_TYPE, PCID
and RTCID. Since the offset of PCID is same as RTCID, we just add one
MACRO for these two fields. For MSG Type 0, ecpriRtcid/ecpriPcid field
within the eCPRI header will be extracted to Field Vector for FDIR and
RSS.

63b3907833 build: remove library name from version map file name
Since each version map file is contained in the subdirectory of the library
it refers to, there is no need to include the library name in the filename.
This makes things simpler in case of library renaming.

691ad36245 common/iavf: support VF with more than 16 queues
Currently there are limitations in the virthcnl.h interface that only
allow a maximum of 16 queues to be used by a VF driver. Add support in
virtchnl.h to allow a VF driver to request >16 queues. Also, the RSS
qregion size is currently assumed to be the max number of queues a VF
can request and/or is given on initialization. With larger VFs this
assumption can no longer be made, so add a new op to support querying
the max RSS qregion size.

In order to request more queues than the initially given queues the VF
driver needs to use the VIRTCHNL_OP_REQUEST_QUEUES opcode.

The VF is given more >16 queues it should use the new
VIRTCHNL_OP_GET_MAX_RSS_QREGION to determine its max qregion size. This
is needed to correctly configure the RSS LUT and/or configure filters
based on queue base/offset and queue region size.

If the VF is configuring >16 queues it should use the following opcodes
to configure the qeueus and interrupts after successfully requesting
them.

VIRTCHNL_OP_MAP_QUEUE_VECTOR
VIRTCHNL_OP_ENABLE_QUEUES_V2
VIRTCHNL_OP_DISABLE_QUEUES_V2

Also, add support in virtchnl_vc_validate_vf_msg() to validate the above
messages. As a part of this move the virtchnl_vector_limits enumeration
directly above the function it's used.

The patch also update base code release version in readme.

39ced0c8bb common/iavf: save max MTU received from PF
Most values from the VIRTCHNL_OP_GET_VF_RESOURCES are stored in the
iavf_hw_capabilities structure. Unfortunately, it seems that
max_mtu was missed. Add this member to the structure and save it when
parsing hw config.

8175962407 common/iavf: use pad byte to specify MAC type
Currently, there is no way for a VF driver to specify that it wants to
change its device/primary unicast MAC address. This makes it
difficult/impossible for the PF driver to track the VF's device/primary
unicast MAC address, which is used for VM/VF reboot and displaying on
the host. Fix this by using 2 bits of a pad byte in the
virtchnl_ether_addr structure so the VF can specify what type of MAC
it's adding/deleting.

Below are the values that should be used by all VF drivers going
forward.

VIRTCHNL_ETHER_ADDR_LEGACY(0):
- The type should only ever be 0 for legacy AVF drivers (i.e.
  drivers that don't support the new type bits). The PF drivers
  will track VF's device/primary unicast MAC using with best
  effort.

VIRTCHNL_ETHER_ADDR_PRIMARY(1):
- This type should only be used when the VF is changing their
  device/primary unicast MAC. It should be used for both delete
  and add cases related to the device/primary unicast MAC.

VIRTCHNL_ETHER_ADDR_EXTRA(2):
- This type should be used when the VF is adding and/or deleting
  MAC addresses that are not the device/primary unicast MAC. For
  example, extra unicast addresses and multicast addresses
  assuming the PF supports "extra" addresses at all.

If a PF is parsing the type field of the virtchnl_ether_addr, then it
should use the VIRTCHNL_ETHER_ADDR_TYPE_MASK to mask the first two bits
of the type field since 0, 1, and 2 are the only valid values.

3cc6ecfdfe build: remove makefiles
A decision was made [1] to no longer support Make in DPDK, this patch
removes all Makefiles that do not make use of pkg-config, along with
the mk directory previously used by make.

The ABI major is back to normal, having only one number (21 vs 20.0).
The map files are updated to the new ABI major number (21).
The ABI exceptions are dropped.
Travis ABI check is disabled because compatibility is not preserved.

9c99878aa1 log: introduce logtype register macro
Introduce the RTE_LOG_REGISTER macro to avoid the code duplication
in the logtype registration process.

It is a wrapper macro for declaring the logtype, registering it and
setting its level in the constructor context.

02ec7cf689 common/iavf: support flow director in virtual channel
Adds new ops and structures to support VF to add/delete/validate/
query flow director.

ADD and VALIDATE FDIR share one ops: VIRTCHNL_OP_ADD_FDIR_FILTER.
VF sends this request to PF by filling out the related field in
virtchnl_fdir_add. If the rule is created successfully, PF
will return flow id and program status to VF. If the rule is
validated successfully, the PF will only return program status
to VF.

DELETE FDIR uses ops: VIRTCHNL_OP_DEL_FDIR_FILTER.
VF sends this request to PF by filling out the related field in
virtchnl_fdir_del. If the rule is deleted successfully, PF
will return program status to VF.

Query FDIR uses ops: VIRTCHNL_OP_QUERY_FDIR_FILTER.
VF sends this request to PF by filling out the related field in
virtchnl_fdir_query. If the request is successfully done by PF,
PF will return program status and query info to VF.

485584826f common/iavf: add virtual channel protocol header
To support advanced AVF's FDIR and RSS feature, we need to figure out
what kind of data structure should be passed from VF to PF to describe
an FDIR rule or RSS config rule. The common part of the requirement is
we need a data structure to represent the input set selection of a rule's
hash key.

An input set selection is a group of fields be selected from one or more
network protocol layers that could be identified as a specific flow.
For example, select dst IP address from an IPv4 header combined with
dst port from the TCP header as the input set for an IPv4/TCP flow.

The patch adds a new data structure virtchnl_proto_hdrs to abstract
a network protocol headers group which is composed of layers of network
protocol header(virtchnl_proto_hdr).

A protocol header contains a 32 bits mask (field_selector) to describe
which fields are selected as input sets, as well as a header type
(enum virtchnl_proto_hdr_type). Each bit is mapped to a field in
enum virtchnl_proto_hdr_field guided by its header type.

All fields in enum virtchnl_proto_hdr_fields are grouped with header type
and the value of the first field of a header type is always 32 aligned.

To simply the protocol header's operations, couple help macros are added.
For example, to select src IP and dst port as input set for an IPv4/UDP
flow.

A protocol header also contains a byte array, this field should only
be used by an FDIR rule and should be ignored by RSS. For an FDIR rule,
the byte array is used to store the protocol header of a training
package. The byte array must be network order.

acec04c4b2 build: disable experimental API check internally
Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.
