Add support for TLS functionality in EAL.
The following functions are added:
rte_thread_tls_key_create - create a TLS data key.
rte_thread_tls_key_delete - delete a TLS data key.
rte_thread_tls_value_set - set value bound to the TLS key
rte_thread_tls_value_get - get value bound to the TLS key
TLS key is defined by the new type rte_tls_key.
The API allocates the thread local storage (TLS) key.
Any thread of the process can subsequently use this key
to store and retrieve values that are local to the thread.
Those functions are added in addition to TLS capability
in rte_per_lcore.h to allow abstraction of the pthread
layer for all operating systems.
Windows implementation is under librte_eal/windows and
implemented using WIN32 API for Windows only.
Unix implementation is under librte_eal/unix and
implemented using pthread for UNIX compilation.

Replace master lcore with main lcore and
replace slave lcore with worker lcore.
Keep the old functions and macros but mark them as deprecated
for this release.
The "--master-lcore" command line option is also deprecated
and any usage will print a warning and use "--main-lcore"
as replacement.

This patch adds a max SIMD bitwidth EAL configuration. The API allows
for an app to set this value. It can also be set using EAL argument
--force-max-simd-bitwidth, which will lock the value and override any
modifications made by the app.
Each arch has a define for the default SIMD bitwidth value, this is used
on EAL init to set the config max SIMD bitwidth.

Implementation is based on waitable timers Win32 API. When timer is set,
a callback and its argument are supplied to the OS, while timer handle
is stored in EAL alarm list. When timer expires, OS wakes up the
interrupt thread and runs the callback. Upon completion it removes the
alarm.
Waitable timers must be set from the thread their callback will run in,
eal_intr_thread_schedule() provides a way to schedule asyncronuous code
execution in the interrupt thread. Alarm module builds synchronous timer
setup on top of it.
Windows alarms are not a type of DPDK interrupt handle and do not
interact with interrupt module beyond executing in the same thread.

Windows interrupt support is based on IO completion ports (IOCP).
Interrupt thread would send the devices requests to notify about
interrupts and then wait for any request completion. Add skeleton code
of this model without any hardware support.
Another way to wake up the interrupt thread is APC (asynchronous procedure
call), scheduled by any other thread via eal_intr_thread_schedule().
This internal API is intended for alarm implementation.

The .def file is a reduced copy of the .map file.
In order to ease comparison, some lines are moved in the .def file
to be in the same order as in the .map file.
rte_eal_get_configuration is removed because it has been removed
from the .map file in DPDK 19.11.
Note: it had been removed and re-added by mistake in 20.08 .def file.
Few functions are added in the .def file to allow ethdev on Windows.

Added <sys/types.h> in rte_pci header file
to include off_t type since it is missing for Windows.
Define the implementation of the Linux function rte_pci_get_sysfs_path
in pci_common.c for Linux OS only as it is unneeded for other OSs
and to avoid the warning on deprecated call to getenv() on Windows:
"warning: 'getenv' is deprecated: This function or variable may be unsafe.
Consider using _dupenv_s instead."

Basic memory management supports core libraries and PMDs operating in
IOVA as PA mode. It uses a kernel-mode driver, virt2phys, to obtain
IOVAs of hugepages allocated from user-mode. Multi-process mode is not
implemented and is forcefully disabled at startup. Assign myself as a
maintainer for Windows file and memory management implementation.
