d07fc02fb4 drivers/net: fix memzone allocations for DMA memory
Caught by code review.

Using a random name for memzone allocations can result in init failures
in the unlikely case that a name collision occurs.
Use a simple sequential generator on 64 bits.

6b62423fac common/iavf: support ETS-based QoS offload configuration
This patch adds new virtchnl opcodes and structures for QoS
configuration, which includes:
1. VIRTCHNL_VF_OFFLOAD_TC, to negotiate the capability supporting QoS
configuration. If VF and PF both have this flag, then the ETS-based QoS
offload function is supported.
2. VIRTCHNL_OP_DCF_CONFIG_BW, DCF is supposed to configure min and max
bandwidth for each VF per enabled TCs. To make the VSI node bandwidth
configuration work, DCF also needs to configure TC node bandwidth
directly.
3. VIRTCHNL_OP_GET_QOS_CAPS, VF queries current QoS configuration, such
as enabled TCs, arbiter type, up2tc and bandwidth of VSI node. The
configuration is previously set by DCB and DCF, and now is the potential
QoS capability of VF. VF can take it as reference to configure queue TC
mapping.
4. VIRTCHNL_OP_CONFIG_TC_MAP, set VF queues to TC mapping for all Tx and
Rx queues. Queues mapping to one TC should be continuous and all
allocated queues should be mapped.

cb8d769fb6 common/octeontx2: send link event to VF
Currently link event is only sent to the PF by AF as soon as it comes
up, or in case of any physical change in link. PF will broadcast
these link events to all its VFs as soon as it receives it.
But no event is sent when a new VF comes up, hence it will not have
the link status.
Adding support for sending link status to the VF once it comes up
successfully.

9854e5db5d common/cnxk: allocate LMT region in userspace
As per the new LMTST design, userspace shall allocate LMT region,
setup the DMA translation and share the IOVA with kernel via MBOX.
Kernel will convert this IOVA to physical memory and update the
LMT table entry with the same.
With this new design also shared mode (i.e. all pci funcs sharing
the LMT region allocated by primary/base pci func) is intact.

50d08d3934 common/cnxk: fix batch alloc completion poll logic
The instruction generation was not correct due to
fact that volatile suppose to use with ccode variable
as well.

Change the logic to use gcc atomic builtin to
simplify and avoid explicit volatile from the code.

Messages can be exchanged between userspace software and firmware
via set of two dedicated registers, namely scratch1 and scratch0.

scratch1 acts as a command register i.e message is sent to firmware,
while scratch0 holds response to previously sent message.

568d97c09c common/mlx5: fix Netlink port name padding in probing
On some kernels the string attributes within Netlink
reply messages might be not padded with zeroes (in cases
when string length is aligned with 4-byte boundary).
While device probing, the physical port name was wrongly recognized,
causing a probing failure.

e1c9fcab3f common/sfc_efx/base: limit reported MCDI response length
MCDI helper routines in libefx include length checks for response
messages, to ensure that short replies and optional fields are
handled correctly.

If the MCDI response message from the firmware is larger than the
caller's buffer then the response length reported to the caller
should be limited to the buffer size. Otherwise length checks in
the caller may allow reading past the end of the buffer.

9f39076b71 common/mlx5: fix mkey attributes initialization
The crypto driver added new fields to the mkey attributes struct:
crypto_en and set_remote_rw.

The entire mkey struct was not initialized, only specific fields in it,
which caused the new added fields not to be initialized resulting in a
mkey creation error.

This is fixed by initializing the entire mkey attributes struct to 0
which will prevent this issue from reoccurring if any fields are added
to the mkey struct in the future.

eeded2044a log: register with standardized names
Let's try to enforce the convention where most drivers use a pmd. logtype
with their class reflected in it, and libraries use a lib. logtype.

Introduce two new macros:
- RTE_LOG_REGISTER_DEFAULT can be used when a single logtype is
  used in a component. It is associated to the default name provided
  by the build system,
- RTE_LOG_REGISTER_SUFFIX can be used when multiple logtypes are used,
  and then the passed name is appended to the default name,

RTE_LOG_REGISTER is left untouched for existing external users
and for components that do not comply with the convention.

There is a new Meson variable log_prefix to adapt the default name
for baseband (pmd.bb.), bus (no pmd.) and mempool (no pmd.) classes.

Note: achieved with below commands + reverted change on net/bonding +
edits on crypto/virtio, compress/mlx5, regex/mlx5

0c6285b727 common/mlx5: check connection tracking offload capability
During startup, the ASO connection tracking offload capability could
be queried via HCA_CAP_QUERY command. If the HW doesn't support ASO
CT, the value would be 0 by default. The following initialization
should be skipped and the creation of the CT object should return
a failure directly.

The following CT creation should also check this capability. With
the old driver, the pre-processing macro should be used in order to
make the compiling pass.

dc4e9e820f common/mlx5: add connection tracking object
The structures of ASO connection tracking offload object are added
based on the definitions in the PRM. One CT object context will be
loaded into the cache completely in a reversed order of dwords. The
valid bit should be the MSB of the last dword. This is used for the
conntrack context creation and update, as well as for the query.

The capabilities 2 (HCA_CAP_2) layout is also added. The connection
tracking related capabilities could be queried via the HCA_CAP_2.

8265d39a73 common/iavf: add enumeration for Rx descriptor ID
Support for allowing VFs to negotiate the descriptor format was added
previously.

This support requires that the VF specify which descriptor format to use
when requesting Rx queues. The VF is supposed to request the set of
supported formats via the new VIRTCHNL_OP_GET_SUPPORTED_RXDIDS, and then
set one of the supported formats in the rxdid field of the
virtchnl_rxq_info structure.

The virtchnl.h header does not provide an enumeration of the format
values. The existing implementations in the PF directly use the values
from the DDP package.

Make the formats explicit by defining an enumeration of the RXDIDs.
Provide an enumeration for the values as well as the bit positions as
returned by the supported_rxdids data from the
VIRTCHNL_OP_GET_SUPPORTED_RXDIDS.

44a87aa9c2 common/iavf: fix duplicated offload bit
The value of offload VIRTCHNL_VF_OFFLOAD_CRC bit already existed as
VIRTCHNL_VF_CAP_ADV_LINK_SPEED. Fix this now by changing the value of
VIRTCHNL_VF_OFFLOAD_CRC to a currently unused value.

Also, move the define for VIRTCHNL_VF_CAP_ADV_LINK_SPEED in the correct
place to line up with the other bit values and add a comment for its
purpose. Hopefully this will prevent from defining duplicate bits moving
forward.

876d4702b1 common/mlx5: optimize read of general capabilities
General object types support is indicated in bitmap general_obj_types,
which is part of HCA capabilities list.
Currently this bitmap is read multiple times, and each time a different
bit is extracted.

This patch optimizes the code, reading the bitmap once into a local
variable, and then extracting the required bits.

97dcf0567e common/mlx5: remove redundant spaces in PRM header
File drivers/common/mlx5/mlx5_prm.h includes structs representing
data items as defined in PRM document.
Some of these structs were copied as-is from kernel file mlx5_ifc.h.
As result the structs are not all aligned with the same spacing.

This patch removes redundant spaces and new lines from several structs,
to align all structs in mlx5_prm.h to the same format.

e9c5672ac1 net/iavf: deprecate i40evf PMD
The i40evf PMD will be deprecated, iavf will be the only VF driver for
Intel 700 serial (i40e) NIC family.

To reach this, there will be 2 steps:

Step 1: iavf will be the default VF driver, while i40evf still can be
selected by devarg: "driver=i40evf".
This is covered by this patch, which include:
1) add all 700 serial NIC VF device ID into iavf PMD
2) skip probe if devargs contain "driver=i40evf" in iavf
3) continue probe if devargs contain "driver=i40evf" in i40evf

Step 2: i40evf and related devarg are removed, this will happen at DPDK
21.11

Between step 1 and step 2, no new feature will be added into i40evf
except bug fix.

99a2dd955f lib: remove librte_ prefix from directory names
There is no reason for the DPDK libraries to all have 'librte_' prefix on
the directory names. This prefix makes the directory names longer and also
makes it awkward to add features referring to individual libraries in the
build - should the lib names be specified with or without the prefix.
Therefore, we can just remove the library prefix and use the library's
unique name as the directory name, i.e. 'eal' rather than 'librte_eal'

Ensure all lists of drivers are standardized:
* one driver per line
* lists double-indented with spaces (as they are line continuations)
* elements in alphabetical order
* opening and closing list brackets "[" & "]" on own lines
* last element has trailing comma

Any code snippets in the list files is adjusted to single-indent using
whitespace to correspond to the new style also.

The lists of standard library dependencies per class, and other short
lists are not formatted one-per-line as these lists are not expected to
grow beyond 2 or 3 entries.

2e33309ebe config: enable/disable drivers in Arm builds
Add support for enabling or disabling drivers for Arm cross build. Do
not implement any enable/disable lists yet.

Enabling drivers is useful when building for an SoC where we only want
to build a few drivers. That way the list won't be too long.

Similarly, disabling drivers is useful when we want to disable only a
few drivers.

Both of these are advantageous mainly in aarch64 -> aarch64 (or arch ->
same arch) builds, where the build machine may have the required driver
dependencies, yet we don't want to build drivers for a specific SoC.

If enable_drivers is a non-empty list, build only those drivers,
otherwise build all drivers and add them to enable_drivers.  If
disable_drivers is non-empty list, build all drivers specified in
enable_drivers except those in disable_drivers.

There are two drivers, bus/pci and bus/vdev, which break the build if
not enabled. Address this by always enabling these if the user disables
them or doesn't specify in their allowlist.

Also remove the old Makefile arm configuration options which don't do
anything in Meson.

45d62067c2 eal: make OS shims internal
DPDK code often relies on functions and macros that are not standard C,
but are found on all platforms, even if by slightly different names.
Windows <rte_os.h> provided macros or inline definitions for such symbols.
However, when placed in public header, these symbols were unnecessarily
exposed, breaking consumer POSIX compatibility code.

Move most of the shims to <rte_os_shim.h>, a header to be used instead
of <rte_os.h> by internal code. Include it in libraries and PMDs that
previously imported shims from <rte_os.h>. Directly replace shims that
were only used inside EAL:
* index -> strchr, rindex -> strrchr
* sleep -> rte_delay_us_sleep
* strerror_r -> strerror_s

3be42081ba drivers: fix log level after loading
When compiled as a shared object, and loaded at runtime as a plugin,
the drivers should get the log level set earlier at EAL init
by the user through --log-level option.

The function for applying the log level setting is
rte_log_register_type_and_pick_level().
It is called by most drivers via RTE_LOG_REGISTER().

The drivers common/mlx5, bcmfs and e1000 were missing,
so the user-specified log level was not applied when
those drivers were loaded as plugins.
The macro RTE_LOG_REGISTER() is used for those drivers.

The unnecessary protection for double registration
is removed from e1000.

56ea803e87 build: remove Windows export symbol list
Rather than have two files that keeps getting out of sync, let's
annotate the version.map to generate the Windows export file.

Some mlx5 symbols (haswell_broadwell_cpu, mlx5_glue, mlx5_os_*) were
only exported for Windows.
All of them are available and used by Linux too, so this patch adds
them in version.map.

Note: Existing version.map annotation achieved with:

For convenience, there are two separate APIs provided, one for
adding the action and one for setting the encap. header ID.
This design allows the client driver to first build the action
set specification (which validates the order of the actions)
and, if everything is correct, proceed with allocation of the
resource utilised by the action set (encap. header). This
facilitates clarity of the client code and its efficiency.

e9fd4b87f0 bus/dpaa: fix build with musl
The header files argp.h and error.h do not exist in musl libc.

Fix build with musl libc by using err(3) instead of
the GNU-specific error(3).

We could have used the identical errx("...: %s", strerror(ret))` but
strerror(3) is not thread-safe and the strerror_r variant has two
incompatible versions, one GNU specific and one XSI-compliant.
Avoid the mess by letting "err" use the thread-local errno.

This also fixes error message for kzmalloc failures which previously
would always have given "Unknown error -1", since that is what
strerror(-1) returns. Let "err" use the proper error message from errno
which is set by kzalloc.

569ffbc981 common/mlx5: add timestamp format support to DevX
This patch handles the NIC-supported timestamp formats via DevX.
Two different timestamp formats can be provided potentially.
The free-running format provides opaque values captured from
the internal clock counter fed by some independent oscillator.
The free-running frequency is not pre-defined and should be
queried from the NIC. The real-time timestamps are expressed
in nanoseconds, captured from the dedicated UTC counter, that
can be adjusted on the fly and synchronized with some external
reference clock.

Depending on the version and configuration the hardware might
support either FR (free-running) or RT (real-time) timestamps,
per queue basis.

The commit provides the querying information about the supported
timestamp formats and provides the means to configure ones
at queue creation time.

87acdcc78d net/mlx5: enable debug logs dynamically
Most debug logs are using DRV_LOG(DEBUG,)
but some were using DEBUG().
The macro DEBUG is doing nothing if not compiled with
RTE_LIBRTE_MLX5_DEBUG.

As it is not used in the data path, the macro DEBUG
can be replaced with DRV_LOG.
Then all debug logs can be enabled at runtime with:
	--log-level pmd.net.mlx5:debug

493f0bb51c common/mlx5: fix storing synced MAC to internal table
As the internal MAC table is divided into Unicast and Multicast address
sections, we should check the type of synced MAC address before storing
it to the internal table. Currently the check is not done, and the
synced MAC of 33:33:00:00:00:01 gets stored in the unicast section
(mostly index 1) causing all subsequent mlx5_set_mc_addr_list()
to fail with error -EADDRINUSE, as the mac_list contains the MAC
33:33:00:00:00:01. This denies adding of any new multicast address to
the internal list and also fails to add the MAC address to the device
in case of SR-IOV VF.

miniCQE formats for Flow Tag and L3/L4 Header compression are only
supported by Mellanox FW starting version 16.29.392. There is no
point to allow user to enable these formats if FW cannot provide them.

format is not supported by an underlying NIC.

efa6a7e200 common/mlx5: query preserve capability via DevX
Update function mlx5_devx_cmd_query_hca_attr() to add the
reg_c_preserve bit query.

The stored metadata in register C may be lost in NIC Tx and
FDB egress while doing one of the following operations:
 - packet encapsulation.
 - packet mirroring (multiple processing paths).
 - packet sampling (using Flow Sampler).

If the reg_c_preserve bit is set to 1, then the above
limitation is obsolete, the all metadata registers Cx
preserve their values even through the operations mentioned
above.

6247f281e3 common/iavf: support VLAN filtering
In order to support enable/disable VLAN filtering the VF has to
negotiate the capability via VIRTCHNL_OP_GET_OFFLOAD_VLAN_V2. If
VIRTCHNL_VLAN_TOGGLE is allowed for the VLAN filtering capabilities,
then there needs to be a method to allow this. Make the necessary
changes to support this.

Also, since the virtchnl_vlan_offload message has the desired format,
change the structure name to virtchnl_vlan_setting so it can be used for
VIRTCHNL_OP_ENABLE_VLAN_FILTERING_V2 and
VIRTCHNL_OP_DISABLE_VLAN_FILTERING_V2.

832a4cf1d1 compress/mlx5: introduce PMD
Add a new compress PMD for Mellanox devices.

The MLX5 compress driver library provides support for Mellanox
BlueField 2 families of 25/50/100/200 Gb/s adapters.

GGAs (Generic Global Accelerators) are offload engines that can be used
to do memory to memory tasks on data.
These engines are part of the ARM complex of the BlueField 2 chip, and
as such they do not use NIC related resources (e.g. RX/TX bandwidth).
They do share the same PCI and memory bandwidth.

So, using the BlueField 2 device, the compress class operations can be
run in parallel to the net, vdpa, and regex class operations.

This driver is depending on rdma-core like the other mlx5 PMDs, also it
is going to use mlx5 DevX to create HW objects directly by the FW.

Add the probing functions, PCI bus connectivity, HW capabilities checks
and some basic objects preparations.

7be7dc6dea build: force pkg-config for dependency detection
Meson can use cmake as a fallback for detecting packages, and this can
lead to picking up 64-libs for 32-bit builds. To work around this, force
the use of pkg-config only for detecting libcrypto, zlib, jansson and

f80487b9c7 common/sfc_efx/base: apply mask to value on match field set
An application may submit all-zeros masks for a given field
to be used in two given specifications and, in the meantime,
use different unmasked values. Later on, when compared, the
two specifications will prove unequal, and, if the rules in
question are outer, the client driver will have to allocate
a separate rule for the second specification. Provided that
all other match criteria are the same, the HW will deem the
two outer rules being duplicates, which is in fact the case.

Apply masks to values in efx_mae_match_spec_field_set() API
to fix the issue and avoid duplicate outer rule allocations.

TLV object is a special firmware maintained entity used
to support match on GENEVE header extension option.

The TLV object is created with DevX API and accepts
the option class, type and lehgth fields.

The class type and length fields are set using MLX5_SET
and the Devx object is created using mlx5 glue function.

A particular FW version is aware of some set of match fields.
Depending on FW configuration and match specification type, a
known field may not necessarily be allowed to have a non-zero
mask. FW communicates such restrictions via field capabilities
MCDI. Newer FW may be aware of more fields. For such fields,
older FW simply does not report any capabilities.

A situation may occur when libefx is aware of a match field
which the FW is unaware of (eg., older FW), that is, FW does
not report capability status for this field. In this case,
libefx must consider such field as unsupported and demand
all-zeros mask for it when validating match specifications.

Currently, the helper in question simply exits and reports
that the specification is valid when it encounters a field
with no capability status available. This is clearly wrong.

Introduce the missing check to fix the problem.

While compiling with clang 11 the callers of the
__mlx5_bit_off macro warns on the cast of pointers to
unsigned long which is a smaller int type in Windows.

a2521c8f98 common/mlx5: fix completion queue entry size configuration
According to the current data-path implementation in the PMD the CQE
size must follow the cache-line size.
So, the configuration of the CQE size should be depended in
RTE_CACHE_LINE_SIZE.

Wrongly, part of the CQE creations didn't follow it exactly what caused
an incompatibility between HW and SW in the data-path when working in
128B cache-line size systems.

Adjust the rule for any CQE creation.
Remove the cqe_size attribute from the DevX CQ creation command and set
it inside the command translation according to the cache-line size.

86edb0bd75 common/iavf: support new VLAN capabilities
Currently VIRTCHNL only allows for VLAN filtering and offloads to happen
on a single 802.1Q VLAN. Add support to filter and offload on inner,
outer, and/or inner + outer VLANs.

This is done by introducing the new capability
VIRTCHNL_VF_OFFLOAD_VLAN_V2. The flow to negotiate this new capability
is shown below.

1. VF - sets the VIRTCHNL_VF_OFFLOAD_VLAN_V2 bit in the
   virtchnl_vf_resource.vf_caps_flags during the
   VIRTCHNL_OP_GET_VF_RESOURCES request message. The VF should also set
   the VIRTCHNL_VF_OFFLOAD_VLAN bit in case the PF driver doesn't
   support the new capability.

2. PF - sets the VLAN capability bit it supports in the
   VIRTCHNL_OP_GET_VF_RESOURCES response message. This will either be
   VIRTCHNL_VF_OFFLOAD_VLAN_V2, VIRTCHNL_VF_OFFLOAD_VLAN, or none.

3. VF - If the VIRTCHNL_VF_OFFLOAD_VLAN_V2 capability was ACK'd by the
   PF, then the VF needs to request the VLAN capabilities of the
   PF/Device by issuing a VIRTCHNL_OP_GET_OFFLOAD_VLAN_V2_CAPS request.
   If the VIRTCHNL_VF_OFFLOAD_VLAN capability was ACK'd then the VF
   knows only single 802.1Q VLAN filtering/offloads are supported. If no
   VLAN capability is ACK'd then the PF/Device doesn't support hardware
   VLAN filtering/offloads for this VF.

4. PF - Populates the virtchnl_vlan_caps structure based on what it
   allows/supports for that VF and sends that response via
   VIRTCHNL_OP_GET_OFFLOAD_VLAN_V2_CAPS.

After VIRTCHNL_OP_GET_OFFLOAD_VLAN_V2_CAPS is successfully negotiated
the VF driver needs to interpret the capabilities supported by the
underlying PF/Device. The VF will be allowed to filter/offload the
inner 802.1Q, outer (various ethertype), inner 802.1Q + outer
(various ethertypes), or none based on which fields are set.

The VF will also need to interpret where the VLAN tag should be inserted
and/or stripped based on the negotiated capabilities.

Also, update the virtchnl_op_str() function to support the added opcodes.

fe55802814 common/octeontx2: fix build with SVE
Building with gcc 10.2 with SVE extension enabled got error:

This is because inline assembly code explicitly resets cpu model to
not have SVE support. Thus SVE instructions generated by compiler
auto vectorization got rejected by assembler.

Added SVE to the cpu model specified by inline assembly for SVE support.
Not replacing the inline assembly with C atomics because the driver relies
on specific LSE instruction to interface to co-processor [1].

This is a follow up on

On Windows, the sampling actions wrappers currently return ENOTSUP.
Using configuration definitions HAVE_MLX5_DR_CREATE_ACTION_FLOW_SAMPLE and
HAVE_MLX5_DR_CREATE_ACTION_DEST_ARRAY the missing sampling DV structs
are added as stubs to windows/mlx5_glue.h file.

fte_match_param format and copy the DV translated PRM bits into the
matcher struct. This matcher struct will be used later by the flow
creation API.

882595159f net/mlx5: introduce flow support on Windows
This patch adds the initial flow framework under Windows OS. It supports
a subset of filters (ETH, IPV4, UDP) and a QUEUE action.  It is based on
DevX mechanism to send commands to the NIC through the kernel. It does
not support steering rules (i.e. writing directly to the NIC memory).
The Windows framework uses the existing DV framework where file
mlx5_flow_dv.c remains intact.

Steps involved in flow creation:
1. Create a domain (RX, TX, FDB). Since domains are created by steering
rules and not with DevX, Windows does not require a domain object (this
means switch dev mode which requires an FDB domain is not supported).
2. Create a table object. Windows only supports table 0. The call to
mlx5_flow_os_create_flow_tbl() silently returns successfully.
3. Create a matcher object. A matcher struct is created by calling
mlx5_flow_os_create_flow_matcher().  The matcher validation and
translation are part of the DV implementation. The matcher bits that
were created by DV in standard PRM format are copied into the matcher
struct.
4. Create an action object. The call to
mlx5_flow_os_create_flow_action_dest_devx_tir() creates an action struct
with the TIR type and id.  This struct will be a parameter later in a
call to flow creation.  All other action calls (e.g. packet reformat,
header modification, jump to flow table, etc) return with a non
supported error.
5. Create the flow. The call to mlx5_flow_os_create_flow() receives the
matcher struct, action struct, and copy them into Windows specific
fs_rule struct, then it calls glue API devx_fs_rule_add().

Details on additional APIs:
* mlx5_flow_os_get_type() is called during flow type selection. In
Windows it constantly returns MLX5_FLOW_TYPE_DV.
* mlx5_flow_os_item_supported() is called before starting DV items
validation or translation. It filters out the OS non supported items in
advance.
* mlx5_flow_os_action_supported() is called before starting DV actions
validation or translation. It filters out the OS non supported actions
in advance.
* mlx5_flow_adjust_priority() is an OS stub for flow priority
adjustment. Windows only supports flow priority 0.

93f4ece91a net/mlx5: spawn ethdev ports on Windows
This commit implements mlx5_dev_spawn() API which allocates an eth
device (struct rte_eth_dev) for each PCI device. When working with
representors virtual functions (as in Linux), one PCI device may spawn
several eth devices: the master device for the main physical function
(PF) and several representors for the virtual functions (VFs).  However,
currently Windows does not work in switch dev mode, therefore, no VFs
are created and no representors are spawned. In this case one eth device
is created per one PCI main port.  In addition to device creation - the
device configuration must be correctly set. The device arguments
(devargs - set by the user) are parsed but they may be overridden by
Windows limitations or hardware configurations. Some associated network
parameters are stored in eth device (e.g. ifindex, MAC address, MTU) and
some callback (e.g. burst functions) are set.

e961c8e31e common/mlx5: adjust PRM struct size on Windows
Add reserved size to PRM 'struct mlx5_ifc_fte_match_param_bits' for non
Linux OS.  Windows drivers require this extension since their expected
size should match the actual struct size. Linux drivers do not require
this extension and already use calculations based on the shorter size.
Use a static assert to verify that the PRM fte_match_param struct size
remains correct.

f0a0a3bbef common/mlx5: add Windows meson file
File drivers/common/mlx5/windows/meson.build is added to enable mlx5
source files compilation under common windows directory.
A Devx SDK tool must be installed to export two external H files:
mlx5devx.h and mlx5_ifc_devx.h. The installation is based on environment
variable DEVX_INC_PATH. In addition a DLL lib file is installed based on
environment variable DEVX_LIB_PATH. The meson file is using the
environment variables for compilation and linkage.

mlx5_win_ext.h - this file contains structs that enable a unified
Linux/Windows API. Each struct has an equivalent (but different) Linux
struct. By calling with 'void *' pointers - the Linux/Windows API is
identical.
