Ensure all lists of drivers are standardized:
* one driver per line
* lists double-indented with spaces (as they are line continuations)
* elements in alphabetical order
* opening and closing list brackets "[" & "]" on own lines
* last element has trailing comma
Any code snippets in the list files is adjusted to single-indent using
whitespace to correspond to the new style also.
The lists of standard library dependencies per class, and other short
lists are not formatted one-per-line as these lists are not expected to
grow beyond 2 or 3 entries.

As announced in the deprecation note, remove all compatibility build
defines from previous make/meson versions and use only the standardized
ones - RTE_LIB_<name> for libraries, and RTE_<CLASS>_<NAME> for drivers.

Allows i40e and mlx5 PMDs to compile on Windows and disable other drivers.
Disable few i40e warnings with Clang such as comparison of integers of
different signs and macro redefinitions.

As discussed on the dpdk-dev mailing list[1], we can make some easy
improvements in standardizing the naming of the various components in DPDK,
and their associated feature-enabled macros.
Following this patch, each library will have the name in format,
'librte_<name>.so', and the macro indicating that library is enabled in the
build will have the form 'RTE_LIB_<NAME>'.
Similarly, for libraries, the equivalent name formats and macros are:
'librte_<class>_<name>.so' and 'RTE_<CLASS>_<NAME>', where class is the
device type taken from the relevant driver subdirectory name, i.e. 'net',
'crypto' etc.
To avoid too many changes at once for end applications, the old macro names
will still be provided in the build in this release, but will be removed
subsequently.

poll mode driver for NXP SoC ls1012a.
This patch introduces the framework of pfe

Shared memory packet interface (memif) PMD allows for DPDK and any other
client using memif (DPDK, VPP, libmemif) to communicate using shared
memory. The created device transmits packets in a raw format. It can be
used with Ethernet mode, IP mode, or Punt/Inject. At this moment, only
Ethernet mode is supported in DPDK memif implementation. Memif is Linux
only.

Add a new PMD driver for AF_XDP which is a proposed faster version of
AF_PACKET interface in Linux. More info about AF_XDP, please refer to [1]
[2].
This is the vanilla version PMD which just uses a raw buffer registered as
the umem.

Rename Intel Ethernet Adaptive Virtual Function driver avf to iavf.
This is the first patch which will only renames the directory name,
lib name, filenames and updates the new name in makefile and meson
files. Also updates the #include files in source files.

Compile Mellanox driver when their external dependencies are met. A
glue version of the driver can still be requested by using the
-Denable_driver_mlx_glue=true
Meson will try to find the required external libraries. When they are
not installed system wide, they can be provided though CFLAGS, LDFLAGS
and LD_LIBRARY_PATH environment variables, example (considering
RDMA-Core is installed in /tmp/rdma-core):
# CLFAGS=-I/tmp/rdma-core/build/include \
LDFLAGS=-L/tmp/rdma-core/build/lib \
LD_LIBRARY_PATH=/tmp/rdma-core/build/lib \
meson output

Note that the library built by meson will not have the _uio suffix:
librte_pmd_vmxnet3.so - as it follows the directory name, while the
legacy makefile rename it to librte_pmd_vmxnet3_uio.so.

The driver supports Hyper-V networking directly like
virtio for KVM or vmxnet3 for VMware.
This code is based off of the FreeBSD driver. The file and variable
names are kept the same to help with understanding (with most of the
BSD style warts removed).
This version supports the latest NetVSP 6.1 version and
older versions.

Add support for building MRVL MVPP2 PMD with meson. To avoid cluttering
the build environment and to keep all relevant settings local to a cross
build we get MUSDK library installation path from a meson option.
