Replace the mbuf pointer array in the event eth Rx adapter
callback with an event array. Using an event array allows
the application to change attributes of the events enqueued
by the SW adapter.
The callback can drop packets and populate a callback
argument with the number of dropped packets. Add a Rx adapter
stats field to keep track of the total number of dropped packets.
This commit removes the experimental tags from
the callback and stats APIs, the experimental tag from eventdev
is also removed and eventdev functions become part of the
main DPDK API/ABI.

Add the experimental tag back to the Rx event adapter callback,
the Rx event callback register and the Rx event adapter statistics
retrieval functions due to an API change to be proposed in a
future patch.
This patch also adds the experimental tag to these
function definitions and adds the functions to the EXPERIMENTAL
section of the map file, these were missing previously.

This commit introduces a new function in the eventdev API,
which allows applications to read the number of unlink requests
in progress on a particular port of an eventdev instance.
This information allows applications to verify when no more packets
from a particular queue (or any queue) will arrive at a port.
The application could decide to stop polling, or put the core into
a sleep state if it wishes, as it is ensured that no new packets
will arrive at a particular port anymore if all queues are unlinked.

Remove version tag from experimental block in linker version scripts
(.map files).
That label is not used by linker and information only. It is useful
for version blocks but not useful for experimental block but confusing.

This patch adds common code for the crypto adapter to support
SW and HW based transfer mechanisms. The adapter uses an EAL
service core function for SW based packet transfer and uses
the eventdev PMD functions to configure HW based packet
transfer between the crypto device and the event device.
This patch also adds adapter to the meson build system &
updates the necessary makefile & map file.

When an event device is stopped, it drains all event queues and ports.
These events may contain pointers, so to prevent memory leaks eventdev now
supports a user-provided flush callback that is called during the queue
drain process. This callback is stored in process memory, so the callback
must be registered by any process that may call rte_event_dev_stop().
This commit also clarifies the behavior of rte_event_dev_stop().

In case of sw event device the scheduling can be done on a service core
using the service registered at the time of probe.
This patch adds a helper function to get the service id that can be used
by the application to assign a lcore for the service to run on.

The adapter implementation uses eventdev PMDs to configure the packet
transfer if HW support is available and if not, it uses an EAL service
function that reads packets from ethernet Rx queues and injects these
as events into the event device.

The caps API allows application to retrieve capability information
needed to configure the ethernet Rx adapter for the eventdev and
ethdev pair.
For e.g., the ethdev, eventdev pairing maybe such that all of the
ethdev Rx queues can only be connected to a single event queue, in
this case the application is required to pass in -1 as the queue id
when adding a receive queue to the adapter.

Add in a new rte_event_ring structure type and functions to allow events to
be passed core to core. This is needed because the standard rte_ring type
only works on pointers, while for events, we want to copy the entire, 16B
events themselves - not just pointers to them. The code makes extensive use
of the functions already defined in rte_ring.h
