Modify the qos_sched application to build the hierarchical scheduler
with default subport bandwidth profile. It also allows to update
a subport with different subport rates dynamically.

GCC 10 defaults to -fno-common, this means a linker error will now be
reported if the same global variable is defined in more than one
compilation unit.

To support high bandwidth network interfaces, all rates (port,
subport level token bucket and traffic class rates, pipe level
token bucket and traffic class rates) and stats counters defined
in public data structures (rte_sched.h) are modified to support
64 bit counters.

This patch implements the changes proposed in the deprecation
note[1]. Replace multiple color definitions in various places such as
rte_meter.h, rte_tm.h and rte_mtr.h with single rte_color defined
in rte_meter.h.
This is simple search and replace exercise without any implementation
change.

The function rte_snprintf serves no useful purpose. It is the
same as snprintf() for all valid inputs. Deprecate it and
replace all uses in current code.
Leave the tests for the deprecated function in place.

This commit removes trailing whitespace from lines in files. Almost all
files are affected, as the BSD license copyright header had trailing
whitespace on 4 lines in it [hence the number of files reporting 8 lines
changed in the diffstat].
