struct cmdline exposes platform-specific members it contains, most
notably struct termios that is only available on Unix. While ABI
considerations prevent from hinding the definition on already supported
platforms, struct cmdline is considered logically opaque from now on.
Add a deprecation notice targeted at 20.11.
* Remove tests checking struct cmdline content as meaningless.
* Fix missing cmdline_free() in unit test.
* Add cmdline_get_rdline() to access history buffer indirectly.
The new function is currently used only in tests.

When using __attribute__((format(...)) on functions, GCC on Windows
assumes MS-specific format string by default, even if the underlying
stdio implementation is ANSI-compliant (either MS Unicersal CRT
or MinGW implementation). Wrap attribute into a macro that forces
GNU-specific format string when using GCC.
Use this new attribute for logging and panic messages in EAL
and for output strings in cmdline library.

Exported header files for use by applications should be self sufficient and
allow out of order inclusion. Moreover, they must include all the system
headers they need for types and macros.
This commit prevents the following errors:

Mark the rte_log, cmdline_printf and rte_snprintf functions as
being printf-style functions. This causes compilation errors
due to mis-matched parameter types, so the parameter types are
fixed where appropriate.

This commit removes trailing whitespace from lines in files. Almost all
files are affected, as the BSD license copyright header had trailing
whitespace on 4 lines in it [hence the number of files reporting 8 lines
changed in the diffstat].
